Main Purpose of Job

To perform and supervise skilled work in plumbing, carpentry, electrical, HVAC, locksmithing, painting, welding, and related trades in support of maintaining, repainting, and improving Maryland State Police facilities statewide.

POSITION DUTIES

-Performs skilled work in the maintenance, repair, alteration, and remodeling of buildings, offices, or other facilities.

-Performs rough and finished carpentry, including construction and repairing partitions, doors, windows, furniture, and cabinetry, using blueprints, sketches, and power equipment.

-Applies plaster to walls and ceilings and performs concrete and masonry work, including brick, block, and cement repairs.

-Repairs, installs, and maintains locks and locking systems; cuts keys and codes tumblers as needed.

-Repairs doors, door checks, and door locks

-Installs pre-hung, slab, wood-framed, and metal doors and window frames.

-Performs drywall work and patches damaged wall surfaces.

-Installs new flooring including; wood, linoleum, carpet, and tile.

-Performs bench carpentry using shop equipment and power tools such as drills, saws, sanders, planers, air nailers, routers, and radial arm saws.

-Repairs or replaces defective roofing using materials such as roll roofing, roof coating, primer sealers, flashing, etc., and installs roofing materials.

-Assembles, installs, and repairs water pipes, fittings, fixtures, and heating, and drainage systems.

-Operates central air conditioning and boiler systems; performs inspections and routine safety maintenance.

-Performs preventive maintenance and minor repairs on HVAC systems. 

-Installs and maintains electrical equipment and fixtures, including motors, generators, power distribution systems, switches and control devices, in accordance with electrical codes.

-Maintains and performs minor repairs to lawn maintenance equipment.

-Operates a state-owned pickup truck equipped with a snow plow to assist with snow removal.

-Operates a state-owned pickup truck on public roadways.

-Mixes and prepares paint; paints a variety of surfaces, both inside and outside of buildings, using brushes, spray guns, and rollers.

-Interprets building plans and drawings to determine the necessary materials, tools, and sequence of work to be performed for large projects.

-Reads, interprets, and updates blueprints, schematics, and wiring diagrams to guide installations and repairs.

-Estimates materials, labor, and time required for projects; maintains logs and work order documentation.

-Oversees the work of contractors and provides on-the-job training to ensure adherence to project specifications and safety standards.

-Coordinates technical maintenance activities and ensures compliance with applicable safety regulations (e.g., MOSHA, OSHA).

-The ability to comprehend written and oral instructions.

-Works independently in the absence of supervision.

-Prepares reports and requisitions for materials, tools, and equipment;
verifies receipts against specifications.

-Performs incidental facility maintenance and upkeep tasks as needed
to ensure safe and functional grounds.

-Interacts with customers to determine maintenance, repair or
remodeling preferences and requirements. The ability to regularly appear for work and complete assigned tasks
within a reasonable period of time.

-Responds to emergency call-outs before and after normal work hours and on weekends or holidays for emergency situations, as required.

-Demonstrates continuous efforts to: improve operations, decrease turnaround times, streamline work processes, and work cooperatively to provide quality, seamless customer service

-Establishes, maintains, and fosters positive and harmonious working
relationships with those contacted during the normal course of business.

-Performs other related duties.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency
certificate.

Experience: Five years of experience performing skilled trade work in plumbing, carpentry, electrical, HVAC, locksmith, masonry, painting, or welding work.

Note:

1. Candidates may substitute additional years of experience for the required education on a year-for-year basis.

2. Candidates may substitute U.S. Armed Forces military experience at a rank of Corporal/Petty Officer or higher, as a non-commissioned officer in utilities classifications or mechanical maintenance management specialty codes in utility systems repair, on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Experience in managing coordinating and managing vendors. 

2. Experience managing multiple facilities dispersed throughout a region. 

3. Experience in the trades of HVAC, plumbing, electrical. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification who perform electrical work and are assigned to facilities that mandate licensed electricians must possess a current license as a Master Electrician or other appropriate electrician license from a local board or from the Maryland State Board of Master Electricians, 500 N. Calvert Street, Baltimore, Maryland 21202-3651.

3. Employees in this classification who perform work as a plumber must possess a Maryland Journeyman/Gas Fitter License.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the employment Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED and QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
