POSITION DUTIES

You can hike the Appalachian Trail, visit local orchards, and tour a battlefield all in one day. We are seeking a motivated individual to supervise our staff in the Frederick Branch Office of the Taxpayer Services Division.
The main purpose of this job is to assist the manager, supervise and direct the activities of the branch office representatives in the Frederick Branch office of the Comptroller of Maryland. The assistant office manager is to learn the duties of the branch office manager. This position supervises the work of subordinate staff, which may include professional, technical, or clerical workers. Responsibilities also include providing assistance to taxpayers, businesses and tax preparers, who contact the local branch office by phone, in person, or by correspondence through our CRM application. They will approve leave and monitor staff coverage of the branch office. They will ensure and promote compliance with the tax laws and regulations of the State.
This position is considered one of the agency's emergency essential personnel and is to ensure that the branch office is adequately staffed during normal work hours and is available during emergency situations.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate, including or supplemented by a course in bookkeeping or accounting.
Experience: Four years of experience performing work in tax assessments, collections, investigations, examinations, adjustments or taxpayer services within two or more of the specialized fields of revenue administration or performing work in tax assessments, collections, investigations, examinations, adjustments or taxpayer services within the motor fuel/motor carrier tax field. The specialized fields may include sales and use tax, income tax, admissions and amusement tax, withholding tax, alcohol and tobacco tax, and any other revenue levy authorized by the legislature.
Notes:
1. Candidates may substitute the possession of an Associate of Arts degree from an accredited college or university for one year of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree, with twelve credit hours in accounting or auditing, from an accredited college or university for two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in finance technician classification or finance technician specialty codes in the financial clerical and technician field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS
1. Prior supervisory/management experience.
2. Customer Service Experience.
3. Good Communication skills (speaking & writing)
4. Organizational skills.
5. Experience with personal computer and software applications
6. Knowledge and experience in Maryland tax laws and forms.
7. Knowledge and experience in Federal tax laws and forms.
LIMITATIONS ON SELECTION
Position available in the following location - City of Frederick, Frederick County.
Employee must be able to work in a full-time capacity: Monday through Friday from 8:00 a. m. to 5:00 pm.
This position is not eligible for telework.
Employees in this classification will be assigned duties which require operation of a motor vehicle.
Employee assigned such duties will be required to possess driver’s license valid in the State of Maryland.
The nature of the position requires that the employee be able to travel within the State of Maryland and provide their own transportation to visit various branch offices located within the State of Maryland.
Employee must be able to tolerate an occasional uncomfortable or unpleasant experience presented by upset or irate taxpayers.
Work may involve special physical demands such as lifting 25 to 35 pounds, climbing ladders, delivering supplies, etc.
Employees are unable to prepare tax returns outside of the requirements of the job or work for private accounting companies.
Evening and weekend work may be required during peak times of the year.
Leave may be limited during certain times of the year due to high volume events, projects or special assignments.
The position is considered one of the agency's emergency essential personnel.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
