Introduction

This position is for the MSP Crime Scene Technician I classification in the Eastern Region of the State of Maryland (Kent, Queen Anne's, Talbot, Dorchester, Caroline, Worcester, Somerset and Wicomico Counties.)  All persons interested in this classification should apply as this eligibility list will be used for future statewide recruitments which may occur.  It is, therefore, necessary that when applying that you indicate ALL COUNTIES in which you are willing to work.

Main Purpose of Job

This position analyzes crime scenes to render an opinion as to the scientific value of all forms of evidence in order to identify, collect, record and preserve for future analysis. In addition, this position will also undergo training to analyze certain other evidence in order to render opinions as to the mechanism of the crime and for possible crime scene reconstruction.

POSITION DUTIES

Latent Prints - Process for the presence of latent evidence to include chemical enhancement and other scientifically proven methods to evaluate and render opinion as to the scientific value of latent impressions and prints.

Photography - Perform technical scale photography in accordance with scientific working group guidelines

Successfully complete annual proficiency tests to maintain  accreditation to ISO 17025 and ANAB standards

Prepare clear, technically sound, accurate and informative reports

Categorize and label all evidence and enter pertinent information into the laboratory information management system (STARLIMS)

MINIMUM QUALIFICATIONS

Education  A Bachelor’s degree in criminal justice, law enforcement, forensic sciences, chemistry, biology, geology or related physical or natural science from an accredited college or university.

Experience: None.

Note: Candidates may substitute experience in identifying, collecting, recording and preserving physical evidence at crime and disaster scenes on a year for year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

1.  Experience in a job performing crime scene and/or disaster scene work

2.  Experience in an internship program performing crime scene and/or disaster scene work

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. In accordance with Public Safety Article, Section 2-204 (b) (6) of the Annotated Code of Maryland, candidates for positions in this classification will be subject to an initial drug screening, a physical examination, submission of a DNA sample, and a complete criminal background investigation, to include a polygraph examination before permanent appointment can be made.  A criminal conviction may be grounds for rejection of the candidate by the hiring agency.

2. Employees in this classification are subject to random substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

3. Employees in this classification are subject to call-in 24 hours a day and, therefore, are required to provide the agency with a telephone number where they can be reached.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification.  It is, therefore, essential that you provide complete and accurate information on your application.  Successful candidates will be placed on an Eligible List categorize as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of the examination.  Applicants will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
