Introduction

The Maryland Department of Labor, Division of Unemployment Insurance is seeking qualified and motivated individuals for the full-time, contractual position of Unemployment Insurance Professional III  functioning as a UI Trainer. This recruitment will be used to fill current and future vacancies within the division, and an eligible list of candidates will be maintained for one year after the announcement’s closing date.

This position plays a critical role in supporting the agency's mission by ensuring staff are equipped with the knowledge, skills, and tools necessary to effectively administer Unemployment Insurance Programs. As a UI Trainer the Unemployment Professional III serves as a subject matter expert responsible for the development and delivery of training programs for new and existing staff.

Main Purpose of Job

The primary purpose of this position is to develop and deliver comprehensive end-user training to Maryland Department of Labor (MDOL) Unemployment Insurance (UI) staff on the use of the BEACON system. Training will encompass key functional areas including Benefits, Tax/Contributions, Appeals, Reemployment Services, Integrity, Federal Reporting, and other administrative operations. This role ensures staff are proficient in system functionality and aligned with established policies and procedures to support accurate and efficient program administration.

POSITION DUTIES

This position duties consist of but not limited to the following:

  • Design, develop, revise, and deliver ongoing training and demonstrations on the BEACON system and other Unemployment Insurance (UI) systems through virtual, in-person, and asynchronous formats.

  • Provide comprehensive end-user training on BEACON across all functional areas, including Benefits, Tax/Contributions, Appeals, and other administrative operations.

  • Participate in team teaching initiatives and collaborate with other trainers to ensure consistency and effectiveness in training delivery.

  • Serve as a resource to staff and stakeholders by providing guidance and support in navigating UI systems and processes.

  • Assist with the development and delivery of division-specific training initiatives as assigned by the UI Training Manager.

MINIMUM QUALIFICATIONS

Experience: Six years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program or other programs.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program or other programs for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

  • One (1) year of experience designing and delivering structured training in a business, government, or corporate setting.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 
  • Experience developing written training materials (e.g., manuals, presentations, job aids)
  • Experience using Learning Management Systems (LMS) or online training platforms.
  • Experience developing training materials that incorporate accessibility standards for individuals with disabilities.

SPECIAL REQUIREMENTS

Personnel employed in this classification will have access to federal tax information and must undergo a state and FBI criminal background check as a condition of employment.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. 

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

U.S. Military Veterans may qualify for additional bonus points towards certification. Any job offer will be contingent on the candidate providing a U.S. Military form DD 214 verifying honorable discharge from service prior to starting employment (and may be requested prior to interview). Permanent State employees do not need to submit proof of Veterans’ status.
