Main Purpose of Job

The primary purpose of this role is to review and evaluate conditions of known or suspected contamination to determine the necessary extent of remediation. This includes overseeing activities at Voluntary Cleanup Program (VCP) and Controlled Hazardous Substances (CHS) sites.

Key responsibilities include:

  • Independently evaluating the work of highly trained and experienced consultants.
  • Reviewing and commenting on technical documents to ensure that site assessments and remediations meet standards for protecting human health and the environment across various media.
  • Drafting formal correspondence, including letters, comments on applications and response plans, and site closure documents.

The physical requirements and working conditions for this position below:

  • Work may involve exposure to temperature extremes and contaminated areas.
  • The role requires inspecting areas with chemical and physical hazards, such as old landfills, former spill sites, dilapidated buildings, and debris-strewn locations.
  • Requirements include lifting heavy equipment and supplies (50 pounds or more), climbing ladders, and wearing respiratory protection.
  • Field activities require the use of respirators, gloves, goggles, and Tyvek suits.

 

The incumbent in this position will travel to sites throughout the State of Maryland and will be required to drive a State vehicle.

Driver’s License: A valid driver’s license with no more than five points is required to operate a State vehicle.

Out-of-State Licenses: If you hold an out-of-state license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.

MINIMUM QUALIFICATIONS

Applicants must satisfy the minimum qualifications to be considered for this position and move forward in the hiring process.  Please read all requirements before applying.

Education:   A Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science.

Experience: Three years of experience performing professional geological work.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science for the required education and one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in physical science classification or physical science specialty codes in the geology field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience reviewing Phase I Environmental Site Assessments. 

Experience reviewing Phase II Environmental Site Assessments. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Depending on the assigned essential functions of the work, employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the federal Occupational Safety and Health Administration Website.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to walk over rough or unstable terrain or over long distances while wearing personal protection equipment such as respiratory protection equipment.

2. Employees in this classification may be subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response.

3. Employees in this classification may be subject to call-in on a twenty-four hour basis and, therefore, will be required to provide the employing agency with a telephone number where they can be reached.

4. The Maryland Department of the Environment (MDE) Medical Monitoring Program (MMP) is designed to detect health risks or adverse effects of occupational exposure to hazardous materials and to direct targeted treatment and occupational illness/injury prevention strategies.  MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement, regular and/or post-termination medical examination. MDE has determined that this position be part of the MMP; therefore, applicants selected for employment must successfully complete and pass the medical monitoring examination as a condition of employment. ​Information regarding the MMP is provided by the Maryland Department of the Environment or may be obtained at the federal Occupational Safety and Health Administration website.
