Main Purpose of Job

The incumbent is required to work in the field and primarily in Allegany & Garrett counties.  Incumbent may be asked to assist in other counties as required by case load and availability of personnel and will be required to report to the Frostburg location.

 

The Geologist I is an entry level position in the field of environmental regulatory compliance under the Land and Materials Administration, Mining Program, Bureau of Mines. The main purpose of this position is to serve as the Bureau of Mines permit application reviewer on implementation of those portions of the State’s Surface Coal Mine Regulatory Program relating to prevention of environmental impacts through the evaluation of the geologic materials and hydro-geologic conditions within a proposed mining permit and adjacent areas. The incumbent in this position will be responsible for evaluating the potential for proposed operations to result in adverse hydrologic impacts and for providing comments and requests for information from permit applicants to address potential concerns. The incumbent will also prepare written and oral documentation for the Permitting Section Chief and the Bureau of Mines Director on his findings and assessments, and makes recommendations regarding approval, conditional approval, or denial of the applications.

 

The working conditions of this position may involve:

  • Exposure to uncomfortable or unpleasant surroundings.
  • Consultations may be performed on coal mining sites outside in inclement weather with loud heavy equipment running in the background.
  • Exposure to hazardous conditions, which may result in injury. 
  • The incumbent may be required to walk over rough surfaces and terrain to examine sediment traps, stormwater ponds and ditches around heavy moving equipment that presents potentially dangerous conditions.
  • Field investigations often require climbing over spoil piles, through rock-lined ditches, crossing streams, etc.
  • Use of protective equipment such as hard-hat, safety shoes, googles, gloves, mask, etc.

 

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in physical science classification or physical science specialty codes in the geology field of work on a year-for- year basis for the required education. 

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following: 
  • Knowledge and/or experience of Hydrology 
  • Knowledge and/or experience of GIS systems.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. When assigned to an environmental program at the Maryland Department of the Environment, employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the federal Occupational Safety and Health Administration Website.

SPECIAL REQUIREMENTS

The Maryland Department of the Environment (MDE) Medical Monitoring Program (MMP) is designed to detect health risks or adverse effects of occupational exposure to hazardous materials and to direct targeted treatment and occupational illness/injury prevention strategies.  MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement, regular and/or post-termination medical examination.  MDE has determined that this position be part of the MMP; therefore, applicants selected for employment must successfully complete and pass the medical monitoring examination as a condition of employment. Information regarding the MMP is provided by the Maryland Department of the Environment or may be obtained at the federal Occupational Safety and Health Administration website.

 

1. Employees in this classification may be required to walk over rough or unstable terrain or over long distances while wearing personal protection equipment such as respiratory protection equipment.

2. Employees in this classification may be subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response.

3. Employees in this classification may be subject to call-in on a twenty-four hour basis and, therefore, will be required to provide the employing agency with a telephone number where they can be reached.
