Main Purpose of Job
POSITION DUTIES
- Formulate and coordinates the development of FIA Budgets; monitors and coordinates expenditure; and prepares and finalizes financial reports as required by the Department, State and/or Federal Government and other funding sources.
- Analyze and monitor FIA budgets to identify monthly spending patterns; initiate, monitor, and track the execution of Spending Plan Amendments and Budget Amendments as necessary; and make recommendations for new fiscal budget submissions.
- Provide guidance to directors and managers regarding fiscal requirements relevant to FIA programs, budgets, trends, audit reports, contracts and other fiscal activities.
MINIMUM QUALIFICATIONS

Experience: Nine years of experience in budget preparation, presentation and execution.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from accredited college or university and five years of experience in budget preparation, presentation and execution for the required experience.
2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- One year of experience overseeing budget(s) in a Maryland state agency.
- One year of experience reviewing and approving contractor budget proposals.
- One year of experience involved using the Financial Management Information System (FMIS) including the Advanced Purchasing and Inventory Control System (ADPICS) and the Relational Statewide Accounting Reporting System (R*STARS) for accounting purposes.
