Introduction

The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES

This position assists in the planning and coordination of Fiscal and Property Services, with an annual budget of over $350 million. It provides guidance for budgeting activities as well as property management, assists in overseeing financial reporting and analysis, utilizing State accounting systems, laws, rules and regulations.

  • Assists Chief Financial Officer (CFO) in organizing, supervising and controlling budgets for Deputy Secretary of Operations 4 (Security Operations), 5 (Central Home Detention Unit) and Maryland Commission on Correctional Standards. Drafts justification and reviews budget submissions to determine adherence to established budgetary guidelines and procedures. Analyzes budgetary priorities and constraints and makes appropriate recommendations.
  • Monitors expenditures of the above units. Reviews, approves and analyzes periodic and special reports to meet funding source requirements. Completes monthly expenditure and budget projections. Reviews and recommends approval/disapproval of invoices. Implements the Division’s cost reduction strategies, particularly related to the ordering, storing and dispensing of commodities and equipment.
  • Audit Compliance: Responsible for assuring legislative audit compliance in all fiscal areas. Assists with audit compliance issues.
  • Analyzes budget on a monthly basis to ensure that expenditures stay within budgetary appropriations. Verifies and identifies discrepancies and develops strategies to resolve.
  • Plans, organizes and supervises the work of subordinate employees, if any.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from accredited college or university and five years of experience in budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Three years of professional experience supervising subordinate staff in a financial services setting.

2. Two years of professional experience in preparing annual budget requests, year-end closing documents, and monthly budget projections using the Financial Management Information System (FMIS) or similar financial management system to process accounting data.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

The ideal candidate must be fluent in spoken and written English. The ideal candidate must effectively and respectfully communicate with diverse populations, providing services to individuals with different beliefs, behaviors, and interpersonal styles in confinement or community settings. Professional working fluency in Spanish, Mandarin, Korean, or any other language is a plus.

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
