Main Purpose of Job

The main purpose of this position is to serve as the primary coordinator for community outreach, inter-agency collaboration, program promotion and service development activities for the Kent County Health Department's behavioral health, substance use disorder treatment, medical adult day and developmental disabilities programs. This position will develop and maintain cooperative relationships with healthcare providers, community organizations, governmental agencies, educational institutions, advocacy groups and other stakeholders to improve awareness, accessibility, coordination and utilization of health services. This position will plan and conduct outreach activities, community needs assessments, service utilization reviews and educational presentations; provide consultation regarding available services and referral resources; develop recommendations for improving and expanding services; and assist leadership in identifying emerging community needs and opportunities to strengthen service delivery systems. This position will also assist leadership with program planning and administration activities, including budget development, monitoring of outreach and program-related expenditures, evaluation of resource utilization and recommendations regarding funding priorities to support community health initiatives and service delivery objectives. This position will work closely with program leadership to improve coordination of care, expand community partnerships, increase public awareness of available services and support the development of programs that address identified health needs within Kent County. This position receives general supervision from an administrator and does not supervise other employees.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university on a year-for-year basis for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

1. Experience developing and maintaining partnerships with community organizations, businesses, government agencies or other stakeholders to advance organizational goals and expand market presence.

2. Experience planning and executing marketing, branding or public relations initiatives, including digital marketing, social media management, content development and audience engagement strategies.
