Main Purpose of Job

This position is responsible for modernizing, updating, and maintaining the Maryland State Department of Education’s web pages. Reporting directly to the Webmaster Supervisor and working closely with the Deputy Director of Marketing and Strategy, the web developer is responsible for modernizing the website, and ensuring that content appropriately identifies the department’s multi-year strategic plan and the implementation of the Blueprint for Maryland’s Future. This position performs web analysis, integration, using HTML5 and CSS6, jQuery and JavaScript (among others, with a focus on user interface, user experience, and user engagement).As a member of the Communications team, the incumbent creates templates and web pages within the existing website, manages daily website content, and is involved in the future redesign and restructuring of the website. Core responsibilities will include ensuring an overall web experience that is highly responsive to stakeholders and serves as a learning and resource hub for the larger education community. By ensuring MSDE has user-centered, up-to-date, and easily accessible website and tools/applications, the agency can ensure aligned messaging reaches external stakeholders and drives results that will accomplish goals and objectives of MSDE’s mission.

POSITION DUTIES

Serves as a Web Developer engaging both front-end and back-end web design and supports and assists other Communication projects for MSDE initiatives.

 ●   Utilizes Integrated Development Environment (IDE) tools to build and develop sites, subsites, templates. 
 ●   Creates and edits CMS templates to ensure consistency of MSDE branding across all platforms. 
 ●   Builds accessible newsletter templates that can be integrated into our management software and manages the delivery of monthly GovDelivery newsletters. 
 ●   Conducts usability testing to determine optimal interaction with front end. 
 ●    Focuses on mobile and responsive design; uses experience and skills to inform the communications team on current and up-to-date web practices and standards. 
 ●   Manages MSDE websites and updates content daily to keep webpages current. 
 ●   Manages website projects, logs and tracks incoming website edit requests, and provides a weekly report on changes to the sites. 
 ●   Collaborates with divisions/offices regarding site support, content and ensures uniformity in messaging and branding. 
 ●   Completes usability testing and debugging of website content and conducts accessibility testing on website, templates, newsletters, and other public web communications.

MINIMUM QUALIFICATIONS

Experience: Two years and six months of experience, one year of experience in web page design, development and programming and an additional eighteen months of experience using software which  converts other documents into web pages; or using web page developmental software; or writing HTML code; or converting data from project specifications by preparing program code using computer programming languages; or evaluating, implementing and maintaining computer hardware and software; or operating, manipulating, and controlling computer systems.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals for the additional eighteen months of the required experience.

2. Candidates may substitute additional experience in web page design, development and programming on a year-for-year basis for a high school education.

3. Candidates may substitute the possession of an Associate of Arts from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming and one year of experience in web page design, development and programming for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Please include clear and specific information on your application regarding your qualifications.

● Experience with proficiency in HTML5 and CSS6, JavaScript and additional similar technologies.  
● Experience with web development applications and web page authoring, publishing, composition, editing, imaging, conversion and graphic manipulation software. 
● Experience utilizing Search Engine Optimization (SEO) tools, Google Analytics, responsive web design, Web Content Accessibility guidelines, web migration, and Bootstrap. 
● Experience and proficiency with software to build and develop sites, subsites, and templates. 
● Experience utilizing Integrated Development Environment (IDE) tools. 
● Experience with Drupal CMS. . 
● Experience with UI tools, docuentation, and conducting usability testing to determine optimal interaction and compatibility.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Applicants must consent to State and FBI (CJIS) background check as a routine procedure for all employees.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
