POSITION DUTIES
Performs complex technical and analytical support
for investigative operations, including the use and maintenance of video and
digital photographic equipment, network routers and switches, computers,
modems, and counter-surveillance systems. Builds, operates, and maintains
covert surveillance and intercept equipment, including Title III wiretaps and
pen registers. Interprets and analyzes collected data, such as telephone
carrier records, call detail records, and location information, to determine
patterns of operation. Operates propagation, direction-finding, and GPS
equipment; applies knowledge of electronics, circuitry, and high-voltage
installations; and ensures proper traffic control and safety in work zones.
Assists with evaluations and recommendations for equipment purchases,
surveillance equipment inventory, assignment, and maintenance, and maintains
operational files in accordance with Agency policies and MSP Technical
Surveillance Unit procedures.
Manages the collection and evaluation of data
from video and digital photographic equipment, network routers and switches,
computers, modems, and counter-surveillance systems. Builds, operates, and
maintains covert video surveillance and electronic intercept equipment,
including Title III wiretaps and pen registers. Assembles, collects, and
compiles statistical and operational data from regularly scheduled reports,
field visits, and existing records, and prepares courtroom testimony to support
technical investigations.
Participates in intra- and inter-departmental
meetings to exchange and develop information, collaborates on special projects,
and performs additional duties as required or requested by Command Staff. The
percentage of time spent on these duties is variable, and responsibilities may
overlap.
MINIMUM QUALIFICATIONS
Education: Successful completion of a two year program of study in electronics engineering technician theory, practice, equipment and related information technology from an accredited trade school.
Experience: Four years of experience installing, repairing and maintaining covert surveillance and communications systems and equipment.
Notes:
1. Candidates may substitute 30 credit hours in Electrical Engineering, Computer Information Technology, Computer Science, Management Information Systems to include course work in machine or assembler computer languages and operating system and data communication technology from an accredited college or university may be substituted for the required education.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Electrical Engineering Technician classifications or Electrical Technician specialty codes in the Electronic Equipment Installation and Maintenance field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred
Qualifications:
1. Experience working
in high-voltage environments and performing technical operations st elevated
heights (30 feet or higher).
2. Experience
programming, configuring, and deploying law-enforcement surveillance camera
systems.
3. Experience
operating covert systems such as Cell Site Simulators, Technical Surveillance
Counter Measure devices, and conducting covert surveillance missions.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
SPECIAL REQUIREMENTS
1. Candidates for this classification will be subject to a complete criminal background investigation and a polygraph examination before permanent appointment can be made. A criminal conviction record may be grounds for rejection of the applicant.
2. Employees in this classification are assigned duties which will require the individual to be examined by a physician. After an offer of employment, applicants will be given a medical examination to certify the ability to perform the essential job functions.
SELECTION PROCESS
The selection process for this recruitment will involve a
review of each application. Applicants who meet the minimum qualifications will
be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED or
QUALIFIED category and remain eligible for consideration for at least one year
from the date of examination. The list will be used by the hiring manager to
select the individual to fill the vacancy.
EXAMINATION PROCESS
The examination will consist of a rating of your
education, training and experience related to the requirements of the position.
You may be required to complete a qualifications supplement, or the rating may
be based on your application. Report all experience and education that is
related to this position. Applicants may be given a physical examination and
will be subject to an interview, background investigation, polygraph
examination and substance abuse testing.
