Main Purpose of Job

The main purpose of this position is to accurately catalog/document and prepare for the outsourcing of evidence coming into the possession of the Biology Section via the Central Receiving Unit and to adhere to policies and procedures set forth by the MSP Forensic Sciences Division. This position may also be involved in the inventorying of DNA samples collected from arrestees and convicted offenders

POSITION DUTIES

1.  Properly store / inventory / document evidence submitted to the Forensic Sciences Division, Central Receiving Unit for the Biology Section.  Prepare cases and evidence for outsourcing to the contract laboratory for serology and DNA testing.  Ship cases and evidence to the contract laboratory and receive cases and evidence back  from the contract laboratory when testing is completed.

2.  Maintain proper documentation of the entire process that is accurate and complete to satisfy any court which has reason to examine the process.  Maintain the Biology Section's log books so that cases for outsourcing are accurately tracked.

3.  Inventory and log arrestee and Convicted Offender DNA samples into the MSP FSD sample tracking program.

4.  Assist the Unit in performing inventory.  Perform other administrative duties as assigned

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience with administrative functions or handling/inventorying evidence.

Notes:

1. Candidates may substitute the possession of an Associate of Arts degree from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical or Office Services specialty codes in the Administrative support field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1.  Experience with chain of custody or evidence handling procedures

2.  Experience in customer service in regards to working with both civilian and sworn law enforcement personnel in local, state and/or federal agencies

3.  Experience in data entry with electronic database systems

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this position.  It is, therefore, essential that you provide  complete and accurate information on your application.  Successful candidates will be placed on an Eligible List as a BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED candidate and remain eligible for consideration for at least one year from the date of application.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  You may be required to complete a qualifications supplement or the rating may be based on your application.  Applicants will be subject to an interview, background investigation to include a polygraph examination and substance abuse testing.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
