Main Purpose of Job

This position directs, plans, organizes and controls the Maryland State Police Forensic Sciences Division's daily activities. This also includes the operation of the Crime Scene Units located throughout the State. The Director manages the output and quality of work of each unit through the Deputy Director. The Director develops and implements strategic plans to guide laboratory direction, optimize resources and ensure sustainable, high-quality operations. The individual assures the quality of the forensic work performed by division members as well as the continued accreditation of the laboratory through the Quality Assurance Manager and is also responsible for the division's budget requests including grant projects, new programs, staff, capital equipment and training requests for each fiscal year.

 NOTE: THIS IS A MANAGEMENT SERVICE POSITION AND SERVES 'AT THE WILL' OF THE APPOINTING AUTHORITY. AS SUCH, THE EMPLOYEE MAY BE TERMINATED FROM EMPLOYMENT FOR ANY REASON THAT IS NOT ILLEGAL OR UNCONSTITUTIONAL, SOLELY AT THE DISCRETION OF THE APPOINTING AUTHORITY.

POSITION DUTIES

1.  Directs, organizes and controls the Forensic Sciences Division's daily activities, including the operations of the Crime Scene Section stationed throughout the State.  Develops and implements strategic plans to guide the laboratory direction, optimize resources and ensure sustainable, high-quality operations.

2.  Manages the output of each unit through the Deputy Director and the Chief Toxicologist.  Assures the quality of the forensic work performed by division members, as well as the accreditation of the laboratory through the Quality Assurance/Safety Manager.  Recommends and/or administers reprimands/disciplinary actions of division members up to and including a recommendation to terminate employment.

3.  Responsible for the division's budget requests, including grant projects, new programs, staff, capital equipment and training requests for each fiscal year.  Responsible for the generation of the division's annual report and reports to the General Assembly. 

4.  Proposes new legislation as needed for accomplishing the Forensic Sciences Division goals and objectives.  Provides legislative committee testimony on related new law proposals.

5.  Gives lectures and speeches as needed to a wide variety of groups including government bodies at the Local, State and National levels.

6.  Advises the Criminal Investigation Bureau on scientific and forensic matters.  Provides information to be used to improve departmental operations.

7.  Acts as the department's representative in matters of forensic sciences, such as but not limited to Maryland's Forensic Laboratory Advisory Committee, ensuring the department's participation in the advancement of forensic sciences in Maryland.

8.  Keeps abreast of current methods and/or trends in forensic science through conferences and review of forensic literature.  Performs a variety of other duties as needed or required.

MINIMUM QUALIFICATIONS

EDUCATION - Possession of a Master's degree in chemistry, biology, biochemistry, genetics, medical technologies, pharmaceutical science, or related physical, natural or forensic science from an accredited college or university.

EXPERIENCE - Applicants must have a minimum of eight years of experience in comparative analysis or scientific evaluation of evidence including experience in providing court testimony as an expert forensic witness.  Four of the eight years of experience must have been in a full-time supervisory or managerial capacity.

NOTE: Possession of a Doctorate degree in any of the above referenced disciplines from an accredited college or university may be substituted for two years of the required non-supervisory experience.

DESIRED OR PREFERRED QUALIFICATIONS

Applicants ideally have at least three years of experience in the management of an ASCLD/LAB accredited forensic laboratory.  This experience should include both budget and grants management as well as direct interaction with legislative bodies (municipal, county or state) concerning current or future legislation.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Persons appointed to this classification must possess the certification or license required by the governing body of the forensic discipline associated with the job duties for the specific position.  Specific information concerning the requirements and procedures of the applicable governing body can be obtained from the Forensic Sciences Division of the Department of Maryland State Police, 221 Milford Mill Road, Pikesville, MD 21208

SPECIAL REQUIREMENTS

1.  Applicants for this classification with the Maryland State Police will be subject to a complete criminal background investigation and polygraph examination before appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.
2.  Employees in this classification are subject to call-in on a 24 hour basis and must provide a telephone number where they can be reached
3.  Employees in this classification must have access to an automobile for use on official business in the event a State vehicle cannot be provided.  Standard mileage allowance will be paid for use of a privately owned vehicle.
4.  Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs
