Main Purpose of Job
The
main purpose of this position is to conduct safety audits, compliance
investigations and preventive maintenance audits of DOT
regulated carriers. Audits and investigations are
conducted to determine compliance with Federal and State laws and regulations
pertaining to registration, size, weight, safety and operating authority.
POSITION DUTIES
Must be certified within the
first six months of employment and maintain certification to conduct all levels
of CVSA inspections, post collisions and preventive maintenance audits.
Conducts Level I, II,
III inspections at portable or permanent scales to determine compliance with
motor carrier laws, size requirements, hazardous materials regulations,
equipment and motor vehicle inspection violations as well as compliance with
the North American Standard Driver/Vehicle inspection procedures and highway hauling
permits.
Inspects drivers, his/her logs, load manifests and/or related documentation. Under the supervision of a uniformed officer, sets up portable weighing operations anywhere within assigned area, observes the scale reading on commercial vehicles and takes appropriate action.
Examines vehicle
registration documents and drivers' licenses to determine compliance with
international registration plan regulations and drivers' licensing laws. Places
commercial vehicles in an out-of-service status when violations have been
identified, such that the vehicle cannot be lawfully driven.
Conducts New Entrant Safety Audits and Compliance Investigations on DOT regulated companies.
Conducts preventive
maintenance audits at trucking terminals. Conducts post crash investigations.
Takes enforcement action
and prepares citations, SEROs and warnings.
Prepares reports and
maintains records for testifying in court. Collects and records special survey
data.
Completes Driver/Vehicle
Inspection Reports and Post Crash Investigation Reports. Uses a computer to
enter and retrieve inspection data. Must satisfactorily complete training and
become qualified to use M.I.L.E.S. message terminal and CJIS terminal to access
information.
Performs other related duties.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of experience conducting safety inspections of commercial vehicles at state weigh stations.
Notes:
1. Candidates may substitute additional experience in the mechanical repair, maintenance, or inspection of commercial motor vehicles on a year-for-year basis for the required education.
2. Candidates may substitute additional experience in law enforcement activities including vehicle inspections on a year-for-year basis for the required experience
DESIRED OR PREFERRED QUALIFICATIONS
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
2. Employees in this classification must possess and maintain certification as required by State Transportation Article, Title 25, Subtitle 111 (h)(2) Respective Powers of State and Local Authorities, Title 49, Sections 107-108 and 300-399 of the Federal Motor Carrier Safety Regulation and as required by the Commercial Vehicle Safety Alliance guidelines.
SPECIAL REQUIREMENTS
1. Employees in this classification are subject to substance abuse testing in accordance with code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.
2. In accordance with Public Safety Article, Title 2. Department of State Police, Section 2-204 (b)(6) of the Annotated Code of Maryland, candidates for positions in this classification will be subject to an initial drug screening, a physical examination and a complete criminal background investigation, to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.
SELECTION PROCESS
Only candidates who meet the minimum qualifications will
be considered for this classification. Therefore, it is essential that you

candidates will be placed on the Eligible List categorized as BEST QUALIFIED,
BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at
least one year from the date of examination. The list will be used by the hiring
manager to select employees. The list will be valid for one year.

The examination will consist of a rating of your
education, training and experience related to the requirements of the position.
