Introduction
The Governor's Office for Children serves as a central coordinating office to support the well- being
of children and families and reduce the number of children living in poverty, which requires a holistic,
coordinated approach within State government and across public and private sectors at the federal,
State, and local levels. The Governor's Office for Children will lead statewide efforts to build a
comprehensive and efficient network of supports, programs, and services for children and their
families in order to promote social and emotional well-being, reduce food insecurity, combat youth
homelessness, expand access to health services, improve educational outcomes and job readiness,
expand access to good jobs, and increase economic opportunity in sustainable ways in jurisdictions
that historically have experienced underinvestment. The Governor's Office for Children will also work
with multi-sector partners to implement place-based strategies designed to provide "cradle to career"
access to high quality education and care; connect workers to high quality jobs; enable
family-sustaining income and access to affordable high quality housing, child care and health care,
including reproductive, maternal, behavioral and mental health care; and increase community health
and safety.

POSITION DUTIES
General Purpose: The ENOUGH Neighborhood Revitalization Manager leads the execution of
the all-of-government (AOG) initiative for the Governor’s ENOUGH initiative, including planning
and executing on strategies to align state agencies and local partners to provide wrap-around
support to ENOUGH implementation communities.
Responsibilities:
- Design and implement an all-of-government strategy for ENOUGH Implementation
Grantees
- Manage the ENOUGH community development technical assistance strategies, offerings, and approach for all ENOUGH communities and delivery of the all-of-government (AOG) strategy, coordinating interagency support to ENOUGH grantees
- Build trusted relationships with agency stakeholders, and communities, in order to deeply understand community needs in areas like workforce development, health, childcare, etc, and facilitate agency-community collaboration
- Manage overall delivery of ‘tiger teams’, with each team including a group of agencies, local community partners, and a grantee collaborating to implement targeted projects for an Implementation community on an accelerated timeline
- Manage and strategically advise subject matter experts and partners driving forward the all of government strategy, including delegating tasks and providing continuous feedback and development support
- Facilitate connections with Technical Assistance experts who can help implementation grantees meet their community development goals
- Build and manage scopes of work for technical assistance providers. Build and manage relationships with other external experts to provide advisory support to communities to overcome implementation challenges and deliver on their goals
- Coordinate with ENOUGH team members to identify and iterate on community development and AOG offerings for ENOUGH grantees to support grantee uptake of AOG related funding opportunities and/or supports
- Support the Senior Advisor on Partnerships and Funding and AOG Agency Owners Contribute to executive-level preparation and reports, including briefing senior leadership

MINIMUM QUALIFICATIONS
The successful candidate will have demonstrated the following:
- Education: Possession of a bachelor’s degree from an accredited college or university
- Experience: At least 8 years of experience in public policy, preferably in a government or political setting, this includes but not limited to:
- Experience defining and managing projects alongside diverse stakeholders who are instrumental to successful delivery
- Experience in community revitalization, preferably in housing development
- Track record of delivering results in a high-pressure environment and for multiple workstreams
- Problem solving skills and an ability to anticipate challenges and develop solutions to maintain timelines and meet deadlines
- Passion for public service and making a positive difference in the lives of Marylanders
- Understanding of the civic innovation space
- Ability to navigate an ambiguous environment with excitement and enthusiasm
- A track record of demonstrating and successfully applying the following characteristics:
