The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES
This position
serves as a critical member of the Department's Executive Leadership team,
reporting directly to the Secretary. The incumbent provides strategic oversight
and executive direction for correctional operations housing approximately
18,000 incarcerated individuals and a community supervision network
encompassing 43 field offices and 59,000 offenders.
The scope of
this role includes comprehensive management of Security Operations,
Correctional food services, and Capital Programs and Facility Maintenance.
Furthermore, the position directs Property and Fleet Management, Environmental
and Emergency Management, and the Maryland Transportation Unit (MTU), ensuring
the safety, sustainability, and logistical integrity of the Department’s 8,000+
staff and sprawling infrastructure.
The primary
duties and responsibilities include:
- Establish and audit standardized security protocols and emergency response procedures across all state correctional facilities.
- Oversee intelligence gathering, contraband interdiction strategies, and the management of high-security housing units.
- Direct the deployment of security technology and tactical teams to ensure the safety of staff, visitors, and the incarcerated population.
- Provide executive oversight for the delivery of nutritional services to approximately 18,000 individuals, ensuring compliance with dietary guidelines and religious requirements.
- Manage large-scale food procurement contracts and warehouse operations to maintain supply chain stability across all institutions.
- Monitor health and sanitation standards to meet national accreditation and state regulatory requirements.
- Direct the long-term planning, budgeting, and execution of capital construction projects for all jails and prisons.
- Oversee comprehensive maintenance programs to ensure the structural integrity and operational efficiency of aging infrastructure.
- Coordinate with state agencies and contractors to manage facility upgrades, including HVAC, plumbing, and electrical systems.
- Manage the Department’s statewide inventory of physical assets, equipment, and specialized correctional vehicles.
- Oversee the procurement, maintenance, and replacement cycle of the department’s vehicle fleet to ensure operational readiness.
- Implement tracking systems for asset loss prevention and audit compliance.
- Develop and maintain the Department’s Continuity of Operations Plan (COOP) and comprehensive emergency management strategies.
- Ensure departmental compliance with environmental regulations regarding waste management, energy consumption, and hazardous materials.
- Serve as the primary liaison with state emergency management agencies during natural disasters or public safety crises.
- Oversee the secure and timely transport of incarcerated individuals between facilities, court appearances, and medical appointments.
- Manage the logistics and specialized staffing required for high-risk transfers and interstate extraditions.
- Ensure all transportation assets and personnel meet strict safety and security certifications.
MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from and accredited
college or university.
Experience: Eight (8) years of senior management experience in corrections and pretrial detention administration which includes, planning, directing, coordinating and monitoring security operations, administrative functions, treatment and institutional programs; establishing program objectives, short and long term goals, program policies, procedures and rules and regulations.
Note: A Master’s Degree from and accredited college or university may be substituted for up to three (3) years of the required experience.
SELECTIVE QUALIFICATIONS
- Applicant must have management experience in budget administration, which includes, managing, developing, analyzing and implementing budgets.
- Applicant must demonstrate expertise in managing multi-million dollar Capital Improvement Projects (CIP) and complex procurement processes.
- Applicant must have experience managing large-scale support services, such as food service logistics, fleet management, or statewide transportation units.
- Applicant must have management experience in representing an organization at interagency functions, community groups and legislative forums.
- Applicant must have experience interacting with criminal justice organizations such as law enforcement, courts, corrections, parole boards, community groups and local governments.
DESIRED OR PREFERRED QUALIFICATIONS
- Preference will be given to applicants with a Master's Degree.
