Introduction
The Maryland Department of Commerce is seeking
qualified applicants for the position serving as Director of Maryland Film
Office within the Division of Business Attraction and Special Projects.
This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job
This Special Appointment position plans, develops, implements, reviews, and revises policies and objectives for the Film Office; directs and coordinates client services, including location assistance and production company liaison support; oversees marketing initiatives and office administrative operations.
POSITION DUTIES
The duties consist of administering mandated film production activity tax incentive programs; and, managing and
coordinating the Film Office’s digital presence, including its website, online
searchable database, and social media channels to ensure effective information
dissemination. The incumbent will manage the office budget to efficiently
achieve goals while maintaining fiscal responsibility in alignment with the
Department of Commerce directives and procedures, and support its mission of
job creation and investment in Maryland, and in service as the liaison between
production companies, government agencies, businesses, and organizations. State wide travel.
The selected candidate must possess excellent interpersonal,
written and oral communication skills; demonstrated track record of success
operating in the film environment working with film leaders, directors, and
stakeholders; considerable knowledge of the State of Maryland, the film and
cultural community and its unique tourism assets; working knowledge of and
experience with film production, facilities, techniques, technology and the
requirements unique to the film/video industry; current emerging trends with
filmmaking; experience negotiating and working with unions; and proven
leadership skills. Proficiency with Microsoft Office Suite, Google and/or other relevant software.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree from an accredited college or university in Business,
Art, Film, Media, Communications, Marketing or a related field with a
concentration in art, film, marketing, and strategic planning.
Experience: Eight (8) years direct film production experience that includes developing and
executing innovative and strategic plans associated with the execution of film
production projects; and five (5) years responsible management
experience in economic development programs to include fiscal and budget
management and experience with tax incentive programs.
Notes:
1. Candidates may substitute the possession of a
Master's degree from an accredited college or university for two years of the required
experience.
2. Candidates may substitute U.S. Armed Forces
military service experience as a commissioned officer involving staff work
related to the administration of rules, regulations, policy, procedures and
processes, or overseeing or coordinating unit operations or functioning as a
staff assistant to a higher ranking commissioned officer on a year-for-year
basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
1. Familiarity with Maryland’s film production
industry, geography, architecture and heritage.
2. Advanced degree in film studies or related field.
3.
Experience conducting location selection with visiting production companies.
4. Experience serving as liaison between film and television production companies, local government, and/or community stakeholders.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Some Statewide travel is
required.
Employees in this position may
be assigned duties which require the operation of a motor vehicle. Employee
assigned such duties will be required to possess a driver’s license valid in
the State of Maryland.
