Introduction
The Maryland Department of Commerce is seeking
qualified applicants for the position of Senior Finance Specialist in its Office
of Finance Programs & Incentives within its Division of Business Attraction
& Special Projects.
This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job
The main purpose of the position is to deliver finance program assistance to customers in support of the Department’s mission and priorities by assisting Maryland businesses to grow their business and create new jobs.
POSITION DUTIES
This position will be analyzing prospects, related projects and other relevant information to determine appropriate tax and financial incentives and structure; prepare appropriate analysis and summary of transactions to appropriate authority for approval; coordinate the documentation, closing, and funding of the approved incentive transaction; and assist with ongoing follow-up of the transaction if required. This position is also responsible for customer contact and interaction after the initial meeting to obtain necessary project information to recommend the level and structure of the proposed incentives; and negotiate the level and structure of the incentives with the prospective customer after management’s approval.
The selected candidate
must possess excellent interpersonal, written and oral communication
skills; ability to handle multiple, concurrent, and high priority projects;
organized and able to effectively present information and justify changes in a
timely manner. Experience in analyzing various financial statements,
projections and collateral; able to work with high level public and private
sector officials and maintain effective working relationships; experience with
the state Financial Management Information System (FMIS); Proficiency with
Microsoft Office, Google, or other relevant software is required.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree from an accredited college or university in
Finance, Business, Accounting, Economics or related field
AND
Experience: Six (6) years
of recent administrative/professional experience, one of which must be in
economic development with four (4) years of commercial bank lending,
underwriting, credit analysis, loan documentation, collateral evaluation.
Notes:
1. Candidates may substitute the possession of a Master's
degree from an accredited college or university for two years of the
required experience.
2. Candidates may substitute U.S. Armed Forces military
service experience as a commissioned officer involving staff work related to
the administration of rules, regulations, policy, procedures and processes, or
overseeing or coordinating unit operations or functioning as a staff assistant
to a higher ranking commissioned officer on a year-for-year basis for the
required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
1. Advanced degree in finance, business management, accounting or related field.
2. Experience with administering loan programs for active portfolios.
3. Knowledge
of and experience in state government financial laws, regulations, and policies .
4. Proven ability to assess risk
and determine if investment is appropriate.
5. Proficiency with Microsoft Office, Google Suite or other relevant software.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Some Statewide travel is
required.
Employees in this position may
be assigned duties which require the operation of a motor vehicle. Employee
assigned such duties will be required to possess a driver’s license valid in
the State of Maryland.
