 This is a SPECIAL APPOINTMENT position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES

This position works collaboratively with the DPSCS Certification and Compliance Manager and is responsible for the handling of the certification processes (obtaining and maintaining certifications) for mandated DPSCS employees. This includes the responsibility for ensuring all DPSCS mandated staff, training programs and training instructors maintain appropriate and current certification and are in compliance with standards as required by the Maryland Correctional Training Commission, the Police Training and Standards Commission, the Public Safety and Correctional Services Article, the Code of Maryland Regulations (COMAR) and other regulatory agencies. This employee will be a liaison between the DPSCS Human Resources Services Division (HRSD) and the Commissions.

Independently evaluates and assesses the accuracy of certification documentation and supplemental information submitted by DPSCS to ensure compliance with all COMAR selection standards during the application for certification/recertification process of DPSCS mandated employees. This includes reviewing Application for Certifications (AFCs) forms, reviewing confidential and sensitive supplemental documents and information, recommending to the DPSCS Certification & Compliance Manager the need for additional documentation/clarification to secure certification from Commissions.

Prepares status information to disseminate to departmental Human Resources (HRSD) units and Training Commissions Certification Unit for facilitating general certification details. This includes reviewing online AFC submissions, Notice of Personnel Actions (NPAs), updating monthly meeting notes and shared certification logs with tracking document receipt/status, and requests.

Maintains computerized databases and provides technical support in the use of Skills Manager database and web based programs necessary to track certifications, approved courses, programs, training data, employment information, and report preparation. This includes, but is not limited to; training HRSD staff on AFC/NPA submission procedures, inserting new employee profiles/records in database, assisting DPSCS training personnel with generating periodic reports, and responding to any software application problems.

Compiles and analyzes DPSCS Training, Certification, Compliance and Employment reports for review by the DPSCS Certification & Compliance Manager and subsequent distribution to obtain compliance with various audits and to provide updates to established departmental entities within guidelines of policies and procedures to include the Public Information Act. Includes responding to telephone and email inquiries. Interacts with Correctional Training Unit (CTU) designated program Managers/Captains/Special Projects Managers to request mitigation/clarification of ambiguous data to ensure accuracy and timely dissemination of reports. Assists the DPSCS Certification & Compliance Manager with compiling CTU monthly data and submitting it to the MPCTC Deputy Director’s dashboard application.

Preforms in an Acting capacity for in the absence of the DPSCS Certification & Compliance Manager. This includes composing correspondence requesting additional information/clarification and providing submission guidance to HRSD staff necessary to maintain continuity of the certification process of newly hired DPSCS mandated employees. On behalf of the CTU Director, Assistant Director and DPSCS Certification & Compliance Manager acts as liaison between HRSD and the Training Commissions Certification and Compliance departments including the submission of certification documents.

Performs other duties as assigned and/or required.

MINIMUM QUALIFICATIONS

Education: Associate's degree from an accredited college or university.

Experience: Three years of experience in administrative or professional work.

Notes:

1) Additional experience in compliance auditing or regulatory professional work may be substituted on a year for year basis for the required education.

2) Additional undergraduate or graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Two Years of professional experience conducting audits to include reviewing for non-compliance with laws, regulations, and management policies including preparing reports on findings.

2. Two Years of experience working with Microsoft Office applications such as Excel, Word or Access.

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
