Main Purpose of Job

The Deputy Director assists the Deputy Secretary of Health Care Finance and Maryland Medicaid Director in leading and managing Maryland Medicaid — a $14 billion annual program providing health coverage to 1.5 million Marylanders. As the state’s largest health coverage plan, Maryland Medicaid plays a central role in advancing health equity and ensuring access to care.

This position oversees the Office of Eligibility Services, the Office of Medicaid Provider Services, and the Office of Long-Term Services and Supports, ensuring effective coordination, performance management, and alignment with Department priorities. As a key member of the senior Medicaid leadership team, the Deputy Director advises on cross-agency policy, fiscal, and operational decisions; drives strategies to improve efficiency, quality, and customer service; and acts on behalf of the Medicaid Director to ensure continuity of leadership and decision-making. 

The role also leads organizational initiatives that enhance program performance, streamline business processes, and strengthen accountability. It plans, coordinates, and implements high-priority, cross-cutting policies that advance Maryland Medicaid’s mission and strategic goals. The Deputy Director oversees preparation and responses to state and federal audits, compliance reviews, and legislative or stakeholder inquiries, as well as supervision of State Plan Amendments, waiver applications, and other regulatory submissions. Collaboration is central to the role, requiring close partnership with other state agencies, managed care organizations, providers, and advocates to ensure program effectiveness and responsiveness to community needs.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university and 10 years of leadership experience in health care administration, public health or human services, including at least 5 years in senior management or executive roles overseeing large-scale programs or agencies.  

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Demonstrated success leading large, complex health or human services programs, with a strong background in Medicaid operations, finance, or policy. 
  • Experience within Medicaid, Medicare, or other complex state or federal health programs is strongly preferred.
  • Knowledge of Medicaid policy, operations, and financing, including experience with State Plan Amendments, waiver programs, managed care oversight, and compliance with federal and state regulations.
  • A proven ability to manage large budgets, align resources with strategic priorities, and drive organizational change.
  • Experience collaborating with federal and state partners, managed care organizations, providers, and advocacy groups is also critical, along with familiarity in responding to audits, legislative inquiries, and other oversight processes.
