Introduction
Maryland Family and Medical Leave Insurance (FAMLI) makes sure all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.6 million workers and 180,000 employers, delivered as a digitally native, public-facing service. We’re in the early stages of building something as big and as far-reaching as unemployment insurance or a new health department.
Our Digital Services team brings a modern and cross-disciplinary approach to creating, launching, and continuously improving the digital services powering paid leave in Maryland. The team is responsible for providing human-centered experiences to workers who need to take paid leave, employers who need to provide paid leave, and FAMLI staff who process claims and provide direct support to the public. This a rare chance to have a key leadership role in building a digital service from the ground up for the people of Maryland and a career-defining civic tech opportunity.
As the Director of Product Management on the Digital Services team, you’ll own the product roadmap and collaborate across FAMLI to define user and program needs, prioritize work, and manage scope. You’ll develop and reinforce product practices on our cross-functional delivery teams and grow the whole organization’s understanding of product strategy in a government context.
This role is remote, but you'll often commute to the FAMLI office in downtown Baltimore and throughout Maryland to collaborate with the team and FAMLI leadership.

POSITION DUTIES
Duties of this
position include but are not limited to:
Technical
Subject Matter Expert and Leader
●
Lead the development of products supporting paid leave in Maryland, including
developing and ensuring alignment on product strategy and driving the Digital
Services roadmap
●
Establish and uphold excellent product development practices, including
iterative product management, human-centered design, and modern product
practices across FAMLI
●
Coordinate cross-functional collaboration across delivery teams (front-end,
Salesforce, financial management, website experience before and after logging
in) and across the many services FAMLI provides (e.g., employer data reporting,
insurance plan selection, worker claim filing, financial reporting, data
analytics)
●
Supervise a team of 6 product owners
Implementation
Support
●
Communicates the capabilities, needs and constraints of the product team to the
Chief of Digital Services.
●
Hiring product owners, directly managing people, and coordinating on the
management of vendor teams
●
Scopes and prioritization of human-centered design and research principles in
product design and development
●
Contributes to the prioritization of human-centered design and research
principles in product design and development
Other
●
Helps build a cohesive team culture of alignment, trust, empowerment, and
collective investment in the success of FAMLI services.
MINIMUM QUALIFICATIONS
● 7
or more years of cumulative professional experience as a product owner/manager
● 2
or more years leading/managing product teams
● Experience
working in a government context (federal, state or local)
DESIRED OR PREFERRED QUALIFICATIONS
● You
have deep experience working cross-functionally with product teams, software
developers, designers/user researchers, and policy and can lead collaborative
processes inclusive of diverse perspectives
● Experience
developing and supporting practices around agile development, data-driven
decision making, and human-centered design
● Experience
scoping and prioritizing technical and design work into plans – both into the
future (year and quarterly planning) and delivery plans by sprint
● Skilled
in stakeholder communication, facilitating discovery sessions to understand
program needs, and reporting back progress
SPECIAL REQUIREMENTS
All candidates are subject to a background
check against files maintained by the Division of Unemployment Insurance
(Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result
of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact
on whether or not a candidate is offered employment.
