The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES
Perform duties of Director,
Capital Construction and Capital Maintenance and assist the Director, Division
of Capital Construction and Facilities Maintenance in the management of the
Division in the implementation of design and construction of capital projects
and capital maintenance projects and provide assistance in planning,
programing, and budgeting of the capital projects program relating to the
Correctional Facilities.
- Manages the staff of the Department of Capital Construction and Facilities Maintenance in design and construction of capital projects and capital maintenance program for State Correctional facilities using the expert knowledge of the principles and practices of building design and construction, procurement and administration of contracts for Architect/Engineers, construction, and construction related services, costs and scheduling and management/supervision techniques to achieve economy and efficiency of the capital construction program. Responsible for implementation of several million-dollar capital construction program. This includes developing spending plans and cost control of capital funds and operating budget funds, recommendations for Procurement Officer’s decisions and manpower assignments, and audit responses.
- Manages the staff of the Department of Capital Construction and Facilities Maintenance in the planning, programming and budgeting of the capital budget program. Assists the Assistant Secretary in development of capital budget requests of the Department for presentation and approval by the Legislature.
- The Director serves as the primary liaison between the Department of Public Safety and Correctional Services (DPSCS) and the Department of General Services (DGS), overseeing the strategic coordination and execution of all departmental capital projects.
- Coordinates through the project directors, project managers and registered engineers/architects, and outside consultants, the development of designs, plans and specifications, and construction of public improvements relating to State correctional facilities, including Patuxent Institution and Baltimore Central Booking and Intake Facility. Provide recommendations to the Director in the settlement of claims and Procurement Officer’s decisions.
- Supervises, organizes, directs and controls project directors, project managers and project teams consisting of registered professional engineers and architects in design, scheduling, cost control and progress of the capital projects program to make it economical and efficient. Directs them in solving complex and unusual technical problems. Explore and evaluate all engineering and architectural alternatives and recommend the most acceptable solutions to problems.
- Prepares, through staff, comprehensive narratives, special reports and legislative reports requested by the Deputy Secretary of Operations on topics of special interest (such as feasibility of projects, master plans, inmate use in prison construction, etc.).
- Recommends to the Deputy Secretary of Operations the design standards and design policies for the design and construction of correctional facilities and procedure/ plan to implement those.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited
college or university in one of the following fields: Engineering (Civil,
Mechanical, Electrical, or Structural), Architecture, Construction Management,
Facilities Management, Building Sciences, Public Administration, Business
Administration, or a related field.
Experience: Seven (7) years of
professional experience carrying out the following duties in government,
correctional, institutional, healthcare, educational, military, or large
industrial environments doing: Construction management, facilities maintenance,
capital project management, or engineering operations; and
At least three (3) years of supervisory or
managerial experience overseeing professional, technical, and/or trade staff.
Qualifying experience must include:
- Planning,
directing, and managing large-scale construction, renovation, or
infrastructure projects
- Oversight
of facility maintenance operations across multiple sites
- Budget
development and fiscal oversight for capital and operational expenditures
- Contract
administration, procurement coordination, and vendor management
- Ensuring
compliance with applicable building codes, safety standards, and
regulatory requirements
DESIRED OR PREFERRED QUALIFICATIONS

Master’s degree in
Engineering, Architecture, Construction Management, Facilities Management,
Public Administration, or a related discipline
·
Possession of one or
more of the following professional licensures or certifications: Professional
Engineer (PE), Registered Architect (RA), Certified Construction Manager (CCM), Certified Facility Manager (CFM), or Project Management Professional (PMP).

Experience overseeing capital improvement programs, major
renovations, or new construction projects exceeding multi-million-dollar
budgets
