Main Purpose of Job

This position and how it relates to the mission of the agency. The Chief Data Officer (CDO) is a senior executive who is responsible for the management and coordination of all aspects of data use for the Department of Human Services (DHS) from a legal, policy, and business operation perspective. The CDO shall establish and implement the DHS data management plan, including the departmental policies and procedures for the collection, maintenance, sharing, analysis, protection, and other uses of data. The CDO ensures data integrity and will be accountable for the implementation of standards for data security, quality control, and lifecycle management. The CDO has a keen understanding of the business objectives for data collection, storage, and use, and shall provide expert technical assistance regarding the use of data to achieve the goals and objectives of the Department and State. The CDO shall be responsible for collaborating with other State agencies on matters of data governance, sharing, and use, including the establishment and maintenance of legal agreements related to data and IT system operations.

POSITION DUTIES

  • Develops, communicates, implements, manages and is accountable for exercising executive level authority over the overall DHS data management strategy, including planning and managing strategies to ensure data security, integrity, and utilization in a manner that builds business value.
  • Collaborates with programs within the Department, the Governor’s Office, State agencies, external vendors, and other stakeholders to assess data management needs and to develop enterprise-wide solutions for the collection and utilization of data resources.
  • Works with data management experts, data warehousing, and data service providers to develop and oversee an enterprise-wide information management program.    
  • Coordinates and collaborates with the Department’s Office of Policy on strategies to leverage data to advance the mission, goals, and objectives of the Department .

  • Provides executive-level oversight and direction on the management of enterprise information and data management budgeting.
  • Provides expert advice to the Secretary and all units of the Department, and represents the Department on a State level and in collaboration with external partners regarding data management and the use of data resources.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Data Science, Data Analytics, Information Technology. Computer Science or a related field.
Experience: Five years of experience in data management, including at least three years of experience deploying enterprise-wide data governance programs.

DESIRED OR PREFERRED QUALIFICATIONS

The Ideal candidate will possess the following:
  • Certified Data Management Professional (CDMP), Data Governance and Stewardship Professional (DGSP), Certified Information Management Professional or other relevant certification.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.  
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays - State employees also celebrate at least thirteen (13) holidays per year.  
  • Pension - State employees earn credit towards a retirement pension.
  • Positions may be eligible for telework.
