The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing and revitalizing communities.  This is an opportunity to join this nationally-reorganized, award-winning organization and apply your skills to this high public purpose and challenging area.  Annually, DHCD finances approximately 4,000 units of multifamily rental housing in 40 properties, amounting to $500 million in construction and permanent financing.  Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income housing tax-credits, federal HOME funds and other federal funds.  Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for person with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

The Division of Community Development Administration, Multi-Family has a current opening for it's Deputy Director of Multifamily Construction Finance Operations position.  This position has direct oversight of the Construction Finance Team and responsible for approving all disbursements of DHCD funds for the construction of affordable rental housing projects financed by the Department agencies (Moody's Investors Service, Fitch ratings) as well as quarterly portfolio reporting for all CDA (Community Development Administration) bond investors and state-appropriated funding sources.

This position offers a salary range of $111,484 - $151,279/year, with potential for advancement up to $173,775 based on qualifications, equity, and hiring guidelines.  Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $151,279/year.

The Maryland Department of Housing and Community Development is located in Prince George's County across from the New Carrollton Metro stop. 

POSITION DUTIES

This position has direct oversight of the Construction Finance Team and responsible for approving all disbursements of DHCD (Department of Housing and Community Development) funds for the construction of affordable rental housing projects financed by the Department. The team works closely with the underwriters and construction management personnel who are responsible for underwriting and origination, and construction review and management for multi-million-dollar rental housing developments.

This position is a highly skilled and experienced financial professional who manages and supervises other financial professionals who are responsible for the financial management of a loan from initial closing to final closing. This includes, for each assigned loan, the review and approval of all draw requisitions, cost certifications, and the final determination of mortgage proceeds. It also includes review and comments on financial statements and preliminary capital budgets. This position oversees a team that reviews and approves the disbursement of loan funds to ensure compliance with the terms of the loan documents. 

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from accredited college or university in field of Business Administration, Finance, Economics, Public Administration or related field.

Experience: At least 6 years of experience disbursement of funds for construction of affordable housing projects or financial management of  a loan lifecycle.  Additionally, must have at least 3 years supervisory experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with underwriting 
  • Experience with construction reviews 
  • Experience with Supervising Taxable and tax-exempt bond financing programs 
  • Experience managing a team that supports Low Income Housing Tax Credits and Tax exempt Bonds financing 
  • Experience with reviewing financial statements
