Position maintains offices in both Baltimore and Annapolis, Maryland
Main Purpose of Job
The Maryland Department of General Services
(DGS) is seeking a strategic leader to oversee facilities operations across its
statewide building portfolio. This role provides high-level direction to the
CMMS Program Manager and the OFM Regional Superintendents, ensuring buildings
remain safe, functional, and well-maintained. As a key member of the senior
leadership team, the position drives the development of strategic plans,
operating procedures, and performance goals to improve efficiency and service
delivery. It also coordinates closely with the DGS Office of Design,
Construction, and Energy on maintenance and capital projects, offering expert
technical guidance on building systems and infrastructure. The role includes responsibility for budget
planning, resource allocation, and workforce development.
POSITION DUTIES
Functions for this position include:
- Provide strategic leadership and direction to the CMMS Program Manager and Facilities Superintendents to ensure DGS buildings remain fully operational and well-maintained.
- Develop and implement strategic plans, standard operating procedures (SOPs), and detailed work plans that align with division goals.
- Recommend operational policies and identify opportunities to improve efficiency, effectiveness, and service delivery. Establish goals, set deadlines, and review completed work for technical accuracy, completeness, and customer satisfaction.
- Coordinate with the Office of Design, Construction, and Energy on both maintenance and capital projects, and provide expert technical guidance on day-to-day building operations and management. Serve as a strategic adviser to OFM in major facilities areas, including HVAC, plumbing, electrical, blueprint, design, and construction.
- Collaborate with the Assistant Secretary, the agency’s Fiscal Office, and the OFM Director of Administration in the development, monitoring, and management of OFM’s operating budget, offering strategic guidance on resource allocation to support operational efficiency and ensure compliance with all applicable standards.
- Provide oversight and guidance to the OFM Regional Superintendents to initiate, monitor, re-baseline, and complete building inspections and preventive maintenance assessments, ensuring accurate identification of maintenance needs.
- Work closely with the OFM Assistant Secretary to recommend hiring, promotions, and staffing adjustments that align with organizational goals. Coordinate with the agency’s Office of Human Resources to identify, forecast, and address current and future staffing needs.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- Five (5) years of progressive experience as a senior manager within commercial or government office building management, operations, and maintenance, to include experience managing large teams, personnel, and complex facilities portfolios.
- Five (5) years of professional experience performing or overseeing maintenance on building mechanical systems (such as, but not limited to, HVAC, electrical, plumbing, etc.).
- Two (2) years of experience developing strategic plans and standard operating procedures.
- Bachelor’s degree from an accredited college or university in Facilities Management, Engineering, Business Administration, or a related field of study is preferred.
- Strong knowledge of building systems (HVAC, electrical, plumbing, fire/life safety).
- Proven experience managing maintenance operations, capital projects, and vendor contracts.
- Ability to communicate effectively with and present to executives, staff, a variety of customers, and vendor representatives.
- Experience with program budgeting is strongly preferred.
