LOCATION OF POSITION

This position is assigned to the​ MDH Cecil County Health Department, located in Cecil County at 401 Bow St., Elkton, Maryland, mid-way between Baltimore City, MD, and Philadelphia, PA, with a three-mile proximity to I-95. Cecil County is approximately 50 miles from Baltimore, MD.

Main Purpose of Job

The Health Officer (Non-Physician) is the executive officer of the Cecil County Health Department, leading a staff of 130 employees and administering an agency budget of $22M​. The position directs and oversees public health programs impacting the County’s population. The Health Officer assesses community health needs, plans, develops, implements, directs, coordinates, evaluates and provides leadership in a variety of public health programs; coordinates programmatic activities with federal, state and local agencies; enforces laws and regulations that protect the health and safety of the public; monitors for, investigates and controls outbreaks of disease; informs the public about disease prevention and promotes healthy behaviors; and assures that the public health workforce remains competent. The Health Officer is also the executive officer and secretary of the County Board of Health.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Master's degree in Public Health from an accredited college or university and a minimum of two (2) years of work experience in the field of public health OR possess a Bachelor's degree from an accredited college or university and a minimum of five (5) years of work experience in the field of public health.
