Maryland Cannabis Administration, Office of Policy and Government Affairs, Linthicum, Maryland

Main Purpose of Job

This position will oversee the Maryland Cannabis Administration (MCA)'s Office of Policy and Government Affairs (OPGA), and supervise all staff members in that office. The OPGA is responsible for managing all cannabis legislative and regulatory matters, including drafting legislation, regulations, and position statements.

The OPGA is also responsible for testifying at legislative hearings and agency meetings, as well as for conducting legal and policy research; developing guidance materials; and serving as a liaison for legislators, industry members, and the public. Furthermore, this position will be responsible for developing and managing the budget for the OPGA, in addition to conducting performance evaluations and leading workforce training and development for the OPGA.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university. 

Experience: Five (5) years of experience drafting legislative language; analyzing proposed legislation; testifying before the General Assembly; and/or communicating a position on legislation to members of the Legislature and/or the community, including two (2) years of supervisory and/or management experience.

SELECTIVE QUALIFICATIONS

The selected candidate will have a minimum of five (5) years of professional experience within a local, State, and/or federal agency, such as a government oversight agency or the legal department of a related industry.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience in the field of either medical cannabis or health care. The desired candidate should also have professional experience with public health policies, legislation, and/or programs.

Additionally, the desired candidate should possess either a Juris Doctorate (J.D.) degree or a Master's degree in either Public Policy or a related field. Finally, the desired candidate should possess strong communication and presentation skills, along with specific knowledge of Maryland State laws and regulations, particularly regulatory issues.

SELECTION PROCESS

This is a Management Service position and serves at the pleasure of the Appointing Authority. A resume must accompany your application.
