Maryland Cannabis Administration, Licensing and Compliance, Linthicum, Maryland

Main Purpose of Job

Under the direction of the Director of the Maryland Cannabis Administration (MCA), this position will oversee, plan and direct the day-to-day compliance, regulatory, inspection, and enforcement of programs, laboratory services, and licensing functions for the MCA. This position will combine discipline-specific knowledge and leadership skills to promote efficiency within the MCA, as well as ensure that safety and operating procedures are adhered to by MCA-licensed cannabis businesses.

This position will supervise the Chief of Compliance and Regulations, along with the Chief of Field Operations and the Senior Advisor of MCA's Office of Laboratory Services (OLS). This position must be a strong leader and manager who will be responsible for driving business operations and building and maintaining systems of accountability. This position will also be responsible for tracking progress toward strategic goals, in addition to ensuring that teams remain organized, aligned and responsive to agency priorities.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Business Administration and/or a related field, including Public Administration; Health Care Administration; Legal Studies; Regulatory Affairs; and/or Public Affairs.

Experience: Seven (7) years of experience with program, operations, and/or product management, including a minimum of three (3) years of supervisory experience overseeing senior-level staff.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience and demonstrated success with leading organizational change and improving operational effectiveness. The desired candidate should also have experience with proficient project management, performance analytics, and business process optimization.

Additionally, the desired candidate should have experience overseeing complex regulatory, supply chain, and/or compliance systems within a highly regulated industry (e.g., cannabis, pharmaceuticals, healthcare). The desired candidate should also have experience developing and using accountability frameworks, dashboards, and performance indicators to track progress and informed decisions.

Furthermore, the desired candidate should have experience managing cross-functional teams, with a strong understanding of how business operations intersect with policy, field operations, and compliance enforcement. Finally, the desired candidate should have investor-relations and/or client services experience.

The desired candidate should possess a Juris Doctor (JD) degree.

This is a Management Service position and serves at the pleasure of the Appointing Authority. A resume must accompany your application.
