Main Purpose of Job

This position reports directly to the Deputy Director of Contributions for the Division of Unemployment Insurance (DUI). The main purpose of this position is to manage and supervise a regional staff of auditors assigned to ensure fair and equal administration of Unemployment Insurance law to all Maryland employers. This position ensures efficient resource management and quality customer service within the Field Investigation and Audit Unit and Tax Compliance Unit of the Tax Enforcement Section.

POSITION DUTIES

Provide leadership and management for the day-to-day Operations of the Field Investigation and Audit Unit and Tax Compliance Unit of the Tax Enforcement Section of the Contributions Division applying UI Management Model standards to comply with USDOL performance measures and Maryland state law and attain Agency goals. 

Direct And or Actively Participate in the Following Activities: 

• Manage the Field Investigation and Audit Unit of the Tax Enforcement Section -responsible for enforcing employer compliance with UI law through a comprehensive audit program; audits 1% of active employer accounts in accordance with USDOL mandated audit program; conduct special investigations, such as disputed claims with covered employment and workplace fraud issues or fraud allegations, which requires intensive review or audit of employer records and business practices; collect reports and payments in more complex and extensive instances of delinquency; and provide guidance to Agency representatives regarding compliance issues concerning independent contractors and/or UI tax liability. 
• Act as System Administrator for audit software COMPAS by interfacing with the vendor MTW Solutions and DoIT to review and resolve software issues and to develop and test upgrades in the system to ensure state of the art usability enhancements. 
• Represent UI on the Governor's Workplace Fraud Joint Enforcement Taskforce Committee. 
• Monitor Workplace Fraud Information Center for worker misclassification tips and provide follow-up with UI's efforts to participate in joint investigation. 
• Manage and Continue to integrate the new Tax Compliance unit within the Tax Enforcement Section in accordance with new vision for UI program in light of implementation of the new modernized Reemployment BEACON system. • Manage and oversee the SUTA dumping detection operation required by USDOL. 
• Manage and oversee the Field Investigation & Audit unit and continue to meat the Effective Audit Measure standards as required by USDOL. 
• Participate in ad-hoc user acceptance testing and write PIRs identifying defects or changes needed in functionality. 
• Address issues Reemployment BEACON that are discovered during the use of the system. 
• Continue to work with Director and other Chiefs on BEACON implementation and business transition plan for Contributions Division.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree from an accredited college or university or a combination of military and/or educational experience functionally equivalent to a Bachelor’s Degree with 30 credits in Accounting and related courses including 3 credit hours in Auditing.

Experience: Six years of experience in an administrative or professional work capacity. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit.

Prior experience auditing tax and/or financial records.

Knowledge of Maryland and Federal Unemployment Insurance law, policies and/or procedures

Experience preparing management reports.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
