Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position serving as Director of Portfolio Administration within the Office of Finance Programs & Incentives within the Division of Business Attraction & Special Projects.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position supervises staff responsible for the monitoring, compliance and exception reporting functions of the Department’s portfolio of loans, grants and investments across programs utilized by the Department in carrying out its mission of economic development. These activities span eight programs and their components, totaling over $150 million in assets. As such, the position is responsible for maintaining up-to-date procedures and controls consistent with Department goals and policies.

POSITION DUTIES

The duties of this position include:maintaining up-to-date procedures and controls consistent with Department goals and policies; staff recruiting and development; ensuring the timely and accurate completion of customer documentation; coordination of interactions among direct staff, and other agency units and staff. Incumbent will serve as the program manager overseeing the Small, Minority and women-Owned Business Account – video Lottery Terminal Fund (VLT) program (SMWOBA).

The selected candidate must demonstrate a track record of success operating in a fast-past environment and possess excellent interpersonal, written and oral communication skills; have excellent supervisory skills; knowledge of state, federal, local laws, regulations, policies, and standards pertaining to financial management. Working knowledge of and prior experience with the state Financial Management Information System (FMIS); a proven ability to evaluate and streamline business processes;  handle multiple, concurrent and high priority tasks in a timely manner; and must be detailed oriented.  Proficiency with Microsoft Office Suite, Google Workspace and/or other relevant software is required.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in finance, accounting, business or related field AND

Experience:  Eight (8) years responsible professional experience in financial management, accounting, administration, to include: business financial transactions, credit, collateral evaluation, commercial lending, financial analysis or related experiences; five (5) of the years in economic development or business development and four (4) years of supervisory or leadership experience. 

Notes:

1. Candidates may substitute the possession of a Master's degree from an accredited college or university for 2 years of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Knowledge of and experience in state government financial laws, regulations, and policies  

2. Experience with Financial Management Information System (FMIS). 

3. Advanced  degree in accounting, finance or business administration.
