Main Purpose of Job

This position reports directly to the Director of MDUI Contributions Division of Maryland Unemployment Insurance. The main purpose of this position is to manage the accounting operation related to the Maryland Unemployment Insurance Trust Fund. This posit ensure efficient resource management and quality customer service within the Accounting & Fund Management Section, which is comprised of four units: Accounts Receivable and Audit; Reimbursable Employer Accounting, UI Cashiers Unit and Fiscal Accounting.

POSITION DUTIES

Position duties includes but are not limited to the following: 

Responsibilities of the Chief of MDUI Accounting and Fund Management Division are as
follows:

Provides leadership and managing the day-to-day operations of units within the Accounting
and Fund Management Section of the Contributions Division. They must apply Maryland
Unemployment Insurance policies and procedures while adhering to USDOL performance
measures and DUI policies in broad and specific areas, utilizing state law, federal law, and
regulations.

Oversees and manages the following functions:
  • Accounts Receivable Unit: This unit performs the accounting function for over 160,000 taxpaying employer accounts.
  • Reimbursing Employer Accounting: This unit performs the accounting and collection function for 1,600 non-profit and governmental employers that have elected to self-insure.
  • Cashier Unit: This unit maintains the accounting records for the benefit payment transactions, deposits tax remittances not mailed to the lockbox, handles the child support intercept program, and draws funds from the U.S. Treasury for the payment of unemployment benefits.
  • Financial and Management Accounting Unit: This unit is responsible for the maintenance of the general ledger and cash accounting for miscellaneous federal benefit programs and performing the bank reconciliation for the division.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree in accounting, Finance or related field from an accredited college or university.

Experience: Seven years of examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. Two years of the required experience must have involved overseeing and coordination the operations of a unit or division.

Notes:
1. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

SELECTIVE QUALIFICATIONS

Three year's of experience preparing annual financial statements and cash management reports.

Three year's of experience preparing program financial and performance reports.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will demonstrate the following professional experiences.

Proficient in Microsoft Excel and Word
Strong supervisory skills
Strong written and oral communication experience.

SPECIAL REQUIREMENTS

Personnel employed in this classification will have access to federal tax information and must undergo a state and FBI criminal background check as a condition of employment.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
