POSITION DUTIES
The Director of Recruitment and
Staffing develops and implements data-driven recruitment strategies aligned
with MSDE's mission and priorities. This role leads all aspects of talent
acquisition, classification, compensation, and onboarding while providing
excellent service to hiring managers, candidates, and employees.
Duties Include:
- Establish effective recruitment and staffing processes that attract diverse, qualified candidates.
- Build strategic partnerships with educational institutions and professional organizations to create talent pipelines.
- Collaborate with executive leadership to design and implement streamlined talent acquisition systems.
- Coordinate with the Department of Budget and Management on personnel activities, including classification and compensation change approvals.
- Maintain accurate organizational structure in the Human Capital Management System.
- Work closely with the Director of Employee Relations and Services to deliver comprehensive Human Resources support across all MSDE offices and division with collaborative accountability for service quality.
MINIMUM QUALIFICATIONS
Education: A
Bachelor’s Degree or equivalent 60 credit hours of coursework in Human
Resources, Business Administration, or related field.
Experience: Five
years of professional experience in overseeing recruitment and staffing
operations for a public or private sector organization with an emphasis on
education. Three years of the required experience must have been in direct
supervision of HR professionals.
Notes: Candidates may substitute the possession of a Master’s
degree from an accredited college or university in a field related to the
position for two years of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the
following preferred qualification(s). Include clear and specific

- Strong knowledge of federal and state employment laws and regulations
- Skill in organizing, developing, and presenting training programs and standard operating procedures
- Demonstrated experience in interpreting and implementing laws, regulations, policies and procedures including fiduciary reporting
- Ability to organize multiple tasks
- Ability to communicate effectively and establish and maintain effective working relationships in a team environment
- Professional certification in Human Resource Management
