Main Purpose of Job
POSITION DUTIES
Strategic Leadership & Training Development
- Develops and oversees the execution of the department’s learning and professional development strategy.
- Establishes training standards
and best practices for employee learning initiatives.
- Assesses workforce training
needs and implements innovative, research-based learning solutions.
Operational and Programmatic Training Oversight
- Works with SSA, FIA,
and CSA leadership to design and implement training programs for child
welfare, public assistance, and child support services professionals.
- Evaluates program effectiveness
and recommends improvements based on performance metrics and stakeholder
feedback.
- Ensures compliance with federal
and state regulations regarding training and professional development
requirements.
Professional
Development Training Programs
- Designs and implements
professional development programs.
Oversight
of Learning Professionals
- Leads a team of learning and
instructional designers, trainers, and training support staff.
Technology
& Learning Innovation
- Leads the adoption of
e-learning, artificial intelligence-enabled learning, and virtual training
platforms.
- Oversees the development of
digital and blended learning experiences.
Performance
Measurement & Evaluation
- Develops key performance
indicators (KPIs) and assessment tools to measure training
effectiveness.
- Collects and analyzes training
data to guide decision-making and program enhancements.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelors’ degree from an accredited four-year college or university, preferably in Education, Organization Development, Communications, or related field from an accredited college or university.
Experience: Five years of experience in administrative staff or professional work, two years of the required experience must have been in Talent Development (Training and Facilitation and/or Instructional Design and/or Online Learning) and in supervisory capacity.
DESIRED OR PREFERRED QUALIFICATIONS
- Two-years experience in Talent Development (Training and Facilitation and/or Instructional Design and/or Online Learning).
- One year experience creating spreadsheets with Microsoft Excel or Google Sheets.
- One year experience hosting virtual training via online meeting platforms such as Zoom, Web Ex, Google Meets, Microsoft Teams, etc…
- One year experience designing slides with Microsoft Powerpoint or Google Slides.
- Two years experience designing documents with Microsoft.

- Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
