Main Purpose of Job

This position functions as the Deputy Health Officer at the Calvert County Health Department and is responsible for all programs and employees in the Health Department. The position is responsible for planning, integrating, and monitoring all divisions within the Health Department, particularly with regard to finances and program sustainability.

Some of the duties the position will be responsible for include, but are not limited to:
  • Overseeing and managing all business functions of the Health Department, including budgets (targeted and grant programs), procurement, expenditures and accounting
  • Providing overall administrative management and supervision of the day-to-day operations of the Health Department
  • Planning, organizing, guiding and supervising the overall work and quality improvement efforts and activities of all programs/organizational entities
  • Managing special projects and tasks as directed by the Health Officer
  • Directing and supervising all personnel functions of the Health Department; interpreting and implementing all personnel policies and regulations
  • Sustainable Funding; working with the Health Department staff to identify and obtain grant opportunities and other funding sources to sustain and expand public health services

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university and six years of professional work experience related to health care service delivery, including three years in a supervisory or managerial capacity.

A master's degree from an accredited college or university will substitute for two years of general experience. Additional experience will substitute on a year-for-year basis for the college degree.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience in the following:
  • Leadership, Strategic Planning, Workforce Development Planning and Implementation, Human Resources Management, Program Management and oversight and management of such plans and programs
  • Strong Financial Management experience, including Budget oversight
