Main Purpose of Job

The Senior Transformation Specialist plays a strategic leadership role in driving organizational change initiatives aimed at modernizing systems, streamlining processes, and improving service delivery. The position acts on behalf of the Assistant Secretary and Deputy Assistant Secretary to steer key initiatives from conception to completion and represents the Unemployment Insurance (UI) Division in inter-agency and external communications, as appropriate.

POSITION DUTIES

Lead cross-agency transformation projects that improve services and modernize outdated systems.

Facilitate workshops and stakeholder meetings to align teams on goals and change efforts. 

Analyze current processes to find inefficiencies and identify areas for improvement.

Create project plans and roadmaps to guide implementation and track results using KPIs. 

Advise executives on change management, performance improvement, and innovation. 

Collaborate with IT, program managers, and other partners to deliver digital tools and redesigned services. 

Manage project risks, remove barriers, and ensure projects meet their goals. 

Prepare clear updates and reports for leadership, staff, and external stakeholders. 

Mentor and support junior staff involved in change or project efforts. 

Contribute to internal best practices for transformation and process improvement.

Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Public Administration, Business, Organizational Development, Information Systems, or a related field required.  Master’s degree preferred 

Experience: At least 7 years of progressive experience in program transformation, project management, or process improvement.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 

Experience managing high-impact projects simultaneously.

Proficient in project management software and collaboration tools (e.g., MS Project, Smartsheet, Asana, Miro, etc.).

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
