Main Purpose of Job

The main purpose of this position which functions as the Deputy Director, Office of Innovation, Research and Development, will provide health program and policy leadership and management of the Innovation, Research, and Development (IRD) in the Office of the Deputy Secretary for Health Care Financing. The IRD Deputy Director provides leadership and direction to IRD staff on legislation, policy and data analyses, program development and evaluation. This position will also lead the creation, development, implementation and monitoring of various special projects under the direction of the Medicaid leadership and in consultation with the IRD Director. The position will supervise Division Chiefs and Health Policy Analyst Advanced positions in IRD.

This position is eligible to perform duties via remote telework 80% or as otherwise permitted by the appointing authority. Permission to telework is subject to the discretion of the appointing authority and can be terminated at any time as outlined in the telework agreement.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree and six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level. A Master's degree will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Knowledge of Medical Assistance and experience working on projects in this area
  • Experience working with stakeholders across organizations to operationalize programs
  • Experience with project management, including managing timelines and leading meetings
