Introduction
Maryland's Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.6 million workers and 180,000 employers, delivered as a digitally native, public-facing service. We're in the early stages of building something as big and as far-reaching unemployment insurance or a new health department. We know that delivering services primarily through a website, over the internet, is a new way of doing business in government.
The Financial Services Directorate is responsible for establishing and maintaining an efficient financial system, including internal controls and financial procedures, for the FAMLI Division. The Financial Services Directorate safeguards FAMLI funds and other assets, manages FAMLI contributions and benefits payouts, develops financial reports, prepares budgets and projections, and designs and conducts internal audits, as well as responding to external financial audits.
The Deputy Director of Fiscal Services plays a pivotal role within the Financial Services Directorate. The Deputy Director will work closely with the Director of Financial Services to establish and administer operations. The Deputy Director will review reconciliations, analyses and financial reports. This position requires the financial acumen to provide insightful recommendations to various stakeholders and contribute to the overall fiscal health and operational success of FAMLI. Main Purpose of Job
The Deputy Director of Fiscal Services supports the Director of Financial Services in overseeing the Fiscal Services team in the Division of Family and Medical Leave Insurance (FAMLI) at the Maryland Department of Labor (MDOL). The Deputy Director of Fiscal Services manages day-to-day operations, staff, and procedures, ensuring the team meets its goals. The Deputy Director also acts as a backup to the Director of Financial Services, stepping in when needed and ensuring alignment with the Division's mission.
POSITION DUTIES
Fiscal Management, Administration, and Oversight
- Assists with accounting system implementation and integrations.
- Supervises employees, oversees their performance, and provides mentorship.
- Implements accounting and budgeting policies and standard procedures.
- Oversees accounting operations, ensuring the smooth and efficient functioning of the day-to-day operations.
- Implements and maintains effective internal controls to ensure the accuracy and reliability of FAMLI fiscal records and to protect fiscal resources from fraud and waste.
- Implements and maintains performance standards and reviews and evaluates fiscal activities, records and reports to determine if they provide a basis for making sound fiscal judgments and if FAMLI objectives are being met
- Meets with upper-level FAMLI and Department of Labor management, State officials, representatives of financial institutions, auditors, and vendors to discuss and resolve fiscal issues.
- Reviews internal and external audit requests, develops audit responses, and implements corrective action plans
- Directs and coordinates the activities, professional development, and technical training of staff engaged in budgeting and accounting for the FAMLI Division
- Maintains relationships with the key stakeholders, including staff, clients, and other departments
Fiscal Planning and Reporting
- Prepares, analyzes and interprets FAMLI's financial, statistical and narrative reports of fiscal services, activities and projects.
- Supplies information for the departmental budget and financial plan
Other
- Participates in major contract negotiations by reviewing financial segments of specifications, analyzing bid proposals and recommending for final selections from a fiscal perspective
- Represents the FAMLI Division before State officials, outside financial institutions and control agencies to provide information, coordinate joint projects, meet funding requirements and comply with legal mandates.
MINIMUM QUALIFICATIONS
Education:
- Qualifying candidates must posses a Bachelor's Degree from an accredited college or university in Business Administration, Finance, Accounting, or other related fields.
AND
Experience:
- Five (5) of accounting, financial administration or other related experience, three (3) of which must have included supervision at the management/leadership level.

SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
