Main Purpose of Job

This position serves as the Program Manager for the Community-Based Access and Support Office within the Division of Prevention and Promotion in the Behavioral Health Administration (BHA). As a critical leadership role, this position develops, implements, oversees, and evaluates statewide programs designed to improve access to behavioral health services and enhance peer-to-peer support initiatives.

The Program Manager ensures alignment of these programs with BHA’s mission to promote resilience, recovery, and equity in behavioral health care across Maryland. The role involves leading the expansion of the Certified Peer Recovery Specialist workforce, managing programmatic and fiscal oversight for state-funded initiatives, and providing technical assistance to local jurisdictions and stakeholders.

This position also provides leadership for the Maryland Commitment to Veterans (MCV) program, which improves access to behavioral health services for service members, veterans, and their families. Within this role, the Program Manager oversees the implementation of key initiatives, including the Governor’s Challenge to Prevent Suicide Among Service Members, Veterans, and Families, ensuring the integration of suicide prevention efforts within MCV’s broader mission.

Through effective leadership and strategic oversight, the Program Manager ensures that all programs under their purview operate efficiently, adhere to state and federal regulations, and achieve measurable outcomes that address the behavioral health needs of Maryland residents.

This position is eligible for Hybrid Telework.

POSITION DUTIES

Position Duties include, but are not limited to the following:
  • Development, Oversight, and Expansion of Peer Recovery Support Services
  • Programmatic and Fiscal Oversight of the Maryland Commitment to Veterans (MCV) Program
  • Programmatic and Fiscal Management of Peer-Operated Services
  • Policy Development, Data Analysis, and Program Evaluation
  • Management of Consumer and Stakeholder Engagement
  • Supervision and Leadership Development

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree from an accredited college or university and six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level.

A Master's degree from an accredited college or university will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience in the following:
  • Providing supervision or professional mentorship of subordinate staff, interns, trainees, or similar
  • Managing a behavioral health program focused on peer services or support for veterans, service members, and their families
  • Working in the behavioral health field
  • Working within Government
