Maryland Department of Juvenile Services (DJS) is dedicated to transforming

are seeking passionate individuals for the role of Community Resources Director (Program Manager II), so come join our

The
Community Resources Director closely
supports the Assistant Secretary of Community Resources in overseeing the
development, design, procurement, deployment, and effectiveness of a broad
array of community-based, in-home, and out-of-home services, supports, and
opportunities for DJS youth. The Director assists in planning, coordinating,
and managing community-based services that address the needs of DJS youth while
promoting their growth and development in the least restrictive setting
consistent with public safety. The goal of the Director is to assure the
availability of effective and appropriate services from prevention through reentry
for DJS involved youth.
In this role, you will have the opportunity to contribute
in various ways, including:
- Staff development and supervision: Planning, organizing, and overseeing statewide and regional community resources and the full community continuum of services. Leading staff development, coaching, hiring, administrative oversight, policy execution, case management alignment, and community outreach to support cohesive and effective service delivery.
- Continuum development and maintenance: Designing and implementing a responsive continuum of care in each region. Ensuring that regular needs assessments identify critical issues, service gaps, and opportunities to strengthen supports for justice involved youth.
- Performance monitoring: Tracking outcomes, evaluating program effectiveness, and applying data to guide improvements that reinforce quality, accountability, and impact.
- Community outreach: Engaging community members, local organizations, and stakeholders to build meaningful relationships that expand awareness, accessibility, and use of available services. This role requires travel throughout the state.
- Collaboration: Working with internal departments and external agencies to coordinate services, reduce duplication, and leverage resources. Representing the Department and senior leadership at meetings and initiatives that influence program success.
- Grant writing: Identifying funding opportunities and preparing competitive grant applications that expand community-based services, supports, and opportunities for youth.
This position offers a
hybrid telework schedule, with occasional travel that may be required
throughout the state, as needed.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited
college or university in public administration, social work, criminal justice,
education, or a related field.
Experience: Six (6) years of progressively responsible experience managing
community-based programs or services for youth, including at least
three (3) years supervising or leading staff in youth-focused, community-based,
or juvenile justice programs.
DESIRED OR PREFERRED QUALIFICATIONS
The preferred candidate for this position may possess any of the following:
- Master’s degree in public administration, social work, criminal justice, education, or other closely related field.
- Experience tracking program outcomes and using data to improve services.
- Experience in achieving measurable program goals, such as increasing youth participation or expanding service access.
- Experience managing budgets, contracts, and leading multi-disciplinary teams in community-based or youth-focused programs.
- Strong skills in performance evaluation, data analysis, and compliance oversight.
- Exceptional communication, leadership, and stakeholders engagement skills.
