Introduction

The Maryland Department Labor (MD Labor), Occupational and Professional Licensing, is accepting applications from qualified candidates for the position of Program Manager II. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

This position is going to be a liaison between the Office of the Secretary of Labor, The Office of the Governor of Maryland and the boards & Commissions for the Occupational and Professional Licensing Division. There are 21 Boards and Commissions and 173 appointed positions for these boards and commissions. this position will make recommendations and decisions in the nomination process for the Boards and Commissions. Continually review updates to any applicable statutes and regulations and provide management support and guidance of any changes in the regulatory and legislative process. Verify that each licensing unit is in strict compliance with all applicable statues and regulations.

POSITION DUTIES

Duties may include, but are not limited to:
  • This position will review the statutory and the regulatory processes for all 21 boards and commissions. Review the licensing fee and any changes that is necessary per the Maryland Business Regulations, In addition, this position will implement policies and procedures as necessary to make sure all the executive directors are in compliance with their regulatory or statutory changes for their boards in a timely manner. This position will also serve as the acting Executive Director in case of a vacancy or vacation in any board The position will work with all Executive Directors from different boards and review their process to guide them and be involved in all the legal issues regarding complaints and provide guidance and help wherever necessary. Will assist with the process of filing the vacancies in the boards by making recommendations for the candidate appointment of the boards to Commissioner.
  • Assist the board counsel in drafting legislative and regulatory proposals to establish and clarify board laws in accordance with administrative policies, guidelines, and approval
  • Develops, designs, and introduces cost-effective technical improvements and automation within the agency. Assesses and determine practicability of current systems. Constructs programs and processes using modern office productivity software. Collaborates with IT team to create automated systems and procedures to achieve business goals in an efficient way
  • Prepares various statistical, annual, and special reports for review as required by the administration and General Assembly
  • Drafts correspondence in response to citizens, legislators, or external organizations for signature of the commissioner, secretary or governor.
  • Coordinates responses to request for information from legislators, the media, citizens, and the industry to ensure responsiveness, accuracy and conformity with the Maryland Public Information Act
  • Completes assignments from the Office of the Commissioner and the Office of the Secretary

MINIMUM QUALIFICATIONS

Education: Bachelor's degree
Experience:  Two years of Maryland General Assembly experience and one year of experience managing a government program or other organizational program, and one year of experience developing and drafting regulatory proposals to establish and clarify board laws in accordance with administrative policies, guidelines, and approvals.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Experience interpreting and applying State Government laws, regulations, policies, and procedures.
Experience with process improvement.
Experience managing issues related to licensing, compliance, and regulation

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
