Main Purpose of Job
This position provides high level professional, administrative, and management work which involves planning, developing, and directing the activities and services within the established policies and procedures for the Division of Operations and Fiscal. This position manages and coordinates the division and oversees fiscal, budget, and procurement activities which involve planning and coordinating activities focused on the accomplishment of agency goals and objectives.
POSITION DUTIES
Administration
- Plans, directs, organizes, leads and coordinates the activities/operations of the divisions of operations and fiscal within the Child Support Administration which include but are not limited to, locating non-custodial parents, enforcing child support orders, modifying child support obligations, receiving, initiating, and evaluating charges of failure and/or refusal to pay child support.
- Develops and improve procedures, maintain the organizational structures, and oversee the objective use of personnel, budget, and activities.
Policy & Recommendation
- Assists the Director in identifying and prioritizing the goals of CSA and in the allocating of resources. Develops, implements, and evaluates new management techniques, forms, procedures, and instructions.
Supervision & Problem Solving
- Assists with the researching, investigating, and resolving of difficult and complex client complaints.
- Implements corrective action plans and makes recommendations to the Director for improvement.
- Provides direct supervision to the Operations Unit Manager and the Procurement & Fiscal Manager.
Special Projects
- Conducts special research projects by utilizing analytical and statistical data.
Customer Service
- Ensures all staff are trained and compliant with customer service processes and procedures.
Liaison
- Maintains positive intra/inter-governmental and public relations.
This position is hybrid telework eligible.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor degree from an accredited four-year college or university.
Experience: Eight years of experience in administrative, professional or technical work. Three years of the required experience must have involved the supervision of other employees or exercising responsibility for program development in a child support program.
Notes:
1. Additional experience in administrative, professional or technical work may be substituted on a year-for-year basis for the required general education.
2. Additional graduate level education at an accredited college or university may be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess the following:
Three years of experience in Maryland systems such as Child Support Management System (CSMS), Eligibility & Enrollment, and FMIS.
Three years of experience in contract management and procurement.
One year of human service experience and/or customer service experience.
One year of experience in program management.
