Introduction

Maryland's Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off for medical and family reasons.  FAMLI is a $2 billion social insurance system, delivered as a digitally native, public-facing service.  We're in the early stages of building something as big and as far-reaching as unemployment insurance or a new health department.  We know that delivering services primarily through a website, over the Internet, is a new way of doing business in government.

Main Purpose of Job

The Manager of Community Partnership Grants is a senior member of the Public Engagement team, supporting and reporting to the Director of Public Engagement. The Manager of Community Partnership Grants will work collaboratively with the Director of Public Engagement to develop and implement FAMLI's community partnership grant program. The Manager Community Partnership Grants will also support the Director of Public Engagement in supervising team staff, including assigning and reviewing work.

POSITION DUTIES

Program Development and Implementation
  • Lead the development and implementation of the FAMLI Community Partnerships Grant Program.
  • Develop and implement program policies and standard operating procedures.
  • Identify, procure and implement software needed to manage the grant program. 
Budget Development and Oversight
  • Works collaboratively with the Director of Financial Services and Department of Budget Management to develop grogram budgets, develop invoice processing procedures and ensure timely payments to grantees and monitor program spending to prevent over/under spending. 
Stakeholder Engagement
  • Works collaboratively with FAMLI's Strategic Communications Team and other members of the Public Engagement Team to inform outreach and marketing materials to promote the grant program. 
  • Develop education and training curriculum for grantees. 
  • Manage contractual relationships with grantees. 
Compliance Management 
  • Establish key criteria for performance evaluation and compliance.
  • Develop quarterly and monthly progress reports to assess progress and ensure grantees meet deliverables.
Data Collection and Reporting 
  • Develop and implement systems for data collection and performance measurement.
  • Lead development of routine and ad hoc reports.
  • Conduct routine data analysis to assess program outcomes and inform program improvement efforts.  

MINIMUM QUALIFICATIONS

Education:
  • Bachelor's degree from an accredited college or university and/or educational experience functionally equivalent to a bachelor's degree
Experience:
  • Five years of grant management experience 

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience working with diverse communities and organizations, including diverse socioeconomic, racial, ethnic, religious, and ideological communities. 
  • Experience with Google Workspace, Microsoft Office Suite and grant management systems.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.
