POSITION DUTIES

The Comptroller of Maryland is excited to announce a recruitment for a strategic, collaborative, and equity driven leader to serve as Director of Equal Opportunity Programs. This key leadership position is part of the Office of Equity & Transformation (within the Executive Office of the Comptroller), a dynamic, interdisciplinary team committed to fostering a welcoming, healthy, and high-performing organizational culture across the agency.

As a vital contributor to the agency’s mission, the Director plays a central role in ensuring that policies, procedures, practices, and services are inclusive, accessible, equitable—and aligned with Fair Practices standards. This position leads the agency’s Fair Practices and Equal Employment Opportunity (EEO) programs, ensuring compliance with federal and state civil rights laws and advancing a respectful and inclusive workplace culture. Key responsibilities include:

  • Conducting and resolving EEO and Fair Practices complaints
  • Overseeing the ADA accommodation process
  • Educating staff on their legal rights and responsibilities
  • Developing agency-wide policies and procedures
  • Supporting cultural transformation initiatives

The successful candidate will join a passionate and collaborative team that values diverse perspectives, continuous improvement, and shared accountability. We are seeking a leader with:

  • a strong background in EEO compliance
  • Fair Practices and ADA coordination
  • Demonstrated experience in training, policy development, mediation, mentoring, and process improvement.

Team orientation and commitment to cross-functional collaboration are essential, as is the ability to maintain confidentiality, professionalism, and integrity in handling sensitive matters. With numerous modernization initiatives underway, this is an exciting time to join the agency. Please Note: 

  1. The primary work location is in Annapolis, but this position must provide support to staff in the Baltimore and eleven branch offices located throughout the State. Additional travel will be required, as needed.
  2. Evening and weekend work may be required for special projects and industry events such as stakeholder meetings, seminars, and offsite visits.

MINIMUM QUALIFICATIONS

Education: Candidates must possess a bachelor's degree from an accredited, four-year college or university.

Experience: Candidates must have six (6) years of recent professional experience developing, implementing, and/or delivering EEO and or Fair Practices programming, compliance and enforcement.

DESIRED OR PREFERRED QUALIFICATIONS

  • Advanced degree from an accredited college or university or certification in diversity, equity, inclusion, and accessibility programs.
  • Excellent interpersonal, written, and oral communications skills to communicate effectively with all levels of internal employees, the public, and government elected officials; and be able to clearly communicate through formal presentations, in writing, by email or telephone contact. Must possess strong mediation and problem-solving skills. 
  • Strong organizational skills and the ability to handle multiple, concurrent, and high priority tasks.
  • Experience in establishing and maintaining relationships with key stakeholders to include Federal, State and local partners. As well as accurately documenting and recording information, generating reports, and evaluating information to determine compliance with standards and Civil Rights laws.
  • Experience in conducting training for DEIA and Civil Rights topics such as understanding diversity, implicit bias, ADA reasonable accommodations, and accessibility in the workplace.
  • Proficiency in the use of Microsoft Office Suite - Word, Excel, PowerPoint, Teams, SharePoint; ServiceNow customer relationship management system; and other relevant software.
