State of Maryland Salary Grade 24 ($45.93 per hour, effective 7/1/25)

** Expert Review Team members will be paid hourly for training, pre-visit preparation, school visits, and post-visit reporting.**

LOCATION OF POSITION

Expert Review Team members will be assigned to review schools across Maryland’s 24 local education agencies.

POSITION DUTIES

These are contractual positions serving as Expert Review Team members responsible for visiting assigned schools within Maryland’s 24 Local Education Agencies to facilitate on-site reviews, focus groups, and complete pre-visit data reviews and post-visit reporting.

Expert review team members will conduct on-site observations of interventions and instructional practices and facilitate focus groups with stakeholders representing school leaders, teachers, students, and parents/caregivers. Team members will identify areas of promise, opportunities for growth, and make recommendations to inform improvements designed to increase student achievement.

MINIMUM QUALIFICATIONS

  • Educational Background: Bachelor’s degree in education or a related field required; advanced degree in education, leadership, curriculum and instruction, or related field preferred
  • Professional Experience: Minimum of 3 years of experience in education, with roles that include teaching, instructional coaching, school/district leadership, or school improvement support 
    • Expertise in Core Instructional Areas: Demonstrated specialization in literacy and/or mathematics instruction, including knowledge of evidence-based practices that improve student learning outcomes. 
    • School Improvement Experience: Experience supporting or leading school improvement initiatives, with a focus on analyzing instructional practices, identifying areas for growth, and recommending actionable strategies. 
    •  Instructional Observation Skills: Proven ability to observe classroom instruction, collect and analyze evidence, and align findings to research-based instructional indicators.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
