The Department of Service and Civic Innovation was established by the Serving Every Region Through Vocational Exploration (SERVE) Act of 2023 with the purpose of promoting service and volunteerism in the state of Maryland. The SERVE Act also launched two new exciting service pathways for eligible youth and adults, in addition to existing volunteer and service opportunities available through the Governor's Office on Service and Volunteerism.

Main Purpose of Job

The Chief of Staff (COS) serves as a principal strategist and advisor to the Secretary of the Department of Service and Civic Innovation. This position serves as the point of contact for staff and stakeholders on policy matters in the absence of the Deputy Secretary and Secretary of the Department. They serve as a buffer between the Secretary and their direct-reporting team and facilitate collaboration and communication across the agency. Responsible for developing, initiating, planning, and reviewing major Departmental programs involving strategic management planning, promotional assessment and performance and organizational structure. This position makes recommendations to the Secretary concerning new or revised program and Departmental policies; develops and implements rules, regulations, and standards; and coordinates these changes with internal and external administrative staff; and directs resources and time of the agency to achieve its priorities. The Chief of Staff serves in a key leadership capacity to DSCI staff and is responsible for assigning work and monitoring the progression and completion of tasks/projects.

POSITION DUTIES

This positions roles include, but are not limited to:

  • Program Development - Advises the Secretary on major program development issues, acts as liaison with officials of State and private sector resources concerning administrative activities and program development.
  • Policy Development & Implementation - Oversees development of DSCI's policy initiatives, attends stakeholder meetings concerning policy matters and to identify pertinent policy issues, reviews and approves staff recommendations on positioning of policy issues with the media.
  • Tracks progress on all DSCI activities advancing the Governor's policy objectives.
  • Attends to other duties as assigned by the Secretary and Deputy Secretary.

MINIMUM QUALIFICATIONS

Education:

A Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Management, or a related field is required. A Master’s degree in a related field may be preferred and can substitute for up to two years of experience.

Experience:

Seven (7) or more years of progressively responsible professional experience in administrative, managerial, or program management roles, preferably in a public sector or large organizational setting.  Experience must include supervising professional and support staff, managing budgets, and developing and implementing program policies and procedures. Experience in planning, coordinating, and evaluating programs or projects, including staff development and performance management, is required.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience in State Government liaison or advisory roles with senior leadership, other agencies, or stakeholders is highly desirable.

Additional Requirements/Preferences:

  • Program Management: a minimum of 5 or more years in program management at a managerial or senior administrative level.
  • Supervision and Staff Development: a minimum of 5 or more years in supervisory or management roles overseeing professional teams.
  • Budget and Resource Management: a minimum of 3 or more years in budget and resource management at a program or department level.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
