Introduction

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

This position offers a salary range of $70,743 - $99,889, with potential for advancement up to $110,288 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $99,889.

Main Purpose of Job

The Performance and Innovation Division (PID) seeks a resourceful and forward-thinking individual to join our growing team as Artificial Intelligence Strategy & Governance Manager.  The PID is a dynamic, forward-thinking team dedicated to enhancing the office's effectiveness through strategic innovation, data-driven decision-making and special projects. We work directly with leadership and teams across the office to strengthen how OAG operates – from performance management efforts, leading the implementation and governance of artificial intelligence (AI) tools in the office, and managing high-impact projects that directly improve public service delivery.

This position requires establishing responsible AI governance frameworks, managing vendor relationships, creating AI literacy resources for staff, and ensuring compliance with data privacy laws and professional ethics standards. The specialist will work closely with the Director of Performance and Innovation, division chiefs, and IT staff to integrate AI technologies effectively and responsibly across the organization.

This position serves as lead for the implementation of AI tools in the office, while being a major contributor to its governance, strategy and training efforts. This is a hands-on role that requires direct collaboration with staff at all levels—from attorneys and paralegals to administrative professionals—to understand their workflows, identify AI opportunities, provide guidance, and support successful adoption of AI tools in their day-to-day work.

Given the rapidly evolving nature of artificial intelligence technology and its applications in legal and government contexts, the specific responsibilities and focus areas of this position may shift over time to align with emerging trends, organizational priorities, and the employee's demonstrated skills and expertise.

POSITION DUTIES


The Artificial Intelligence Strategy & Governance Manager will play a critical role in expanding AI implementation efforts by performing these key responsibilities:

AI Implementation & Solutions Development
  • Work both office-wide and with specific divisions and units to brainstorm, develop and maintain artificial intelligence solutions
  • Work directly with individual staff members and teams to identify use cases, troubleshoot implementation challenges, and provide hands-on support
  • Manage ongoing AI pilots and experiments
  • Maintain OAG's AI solution inventory/catalog that documents implemented tools and their use cases
  • Track emerging AI trends and capabilities, especially in the legal context
  • Evaluate AI use-cases and solutions
  • Coordinate cross-divisional AI working groups or communities of practice to share knowledge and standardize approaches

AI Governance & Risk Management
  • Conduct AI risk assessments for proposed implementations
  • Manage AI governance-related processes
  • Understand and apply AI governance documentation, and draft additions or revisions, including standard operating procedures, decision trees for AI adoption, and compliance checklists
  • Perform auditing tasks ensuring responsible use of AI
  • Monitor AI tool performance and user satisfaction, making recommendations for optimization or discontinuation
  • Ensure compliance with data privacy laws and professional ethics standards

Strategic Planning & Support
  • Provide support to the Director and Deputy Director of PID by playing a major role in AI strategy planning
  • Develop metrics and reporting frameworks to measure AI adoption, usage, cost-effectiveness, and impact
  • Contribute to budget planning by projecting future resource needs
  • Represent OAG in external meetings with state agencies and professional organizations on AI matters

Training & Capacity Building
  • Partner with the Professional and Organizational Development to design and deliver AI training programs
  • Provide one-on-one and small group coaching to help staff effectively leverage AI tools
  • Serve as a resource for staff with questions
  • Create resource libraries of prompting guides, best practices, and FAQs tailored to OAG contexts
  • Host regular office hours or drop-in sessions where staff can bring AI-related questions and challenges

Other Duties
  • Other duties as assigned in support of PID's work

Examples of Work Product May Include
  • Developing a training for administrative professionals on using LLMs to enhance everyday tasks
  • Working with a legal unit to develop a chat bot for a legal brief bank
  • Evaluate a request for using AI to analyze evidence
  • Hosting AI Office hours to assist staff with any AI-related questions
  • Sitting with a paralegal to help them develop effective prompts for legal research
  • Meeting with division leadership to assess readiness for AI tool adoption and develop implementation roadmaps
  • Creating a "responsible AI checklist" that staff must complete before implementing new AI tools
  • Developing case studies documenting successful AI implementations for internal knowledge sharing
  • Designing a phased rollout plan for a new AI tool across multiple divisions
  • Creating dashboards that track AI usage metrics and ROI across divisions
  • Applying templates for AI impact assessments and privacy reviews

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in Computer Science, IT, Data Science, Data Analytics, Public Policy, Public Administration, Political Science, Government and Politics, Law, or a related field.

Experience: The ideal candidate brings over four years of professional experience in areas such as technology implementation, digital transformation, data governance, information management, policy development, change management, organizational development, project management, or legal technology and innovation. They have demonstrated hands-on experience working with artificial intelligence and machine learning tools and platforms, including large language models, generative AI tools, and automation technologies, in professional, academic, or substantial project settings. 

They possess strong written and verbal communication skills, with a proven ability to translate complex technical concepts into clear, accessible language for non-technical audiences. Their collaborative approach enables them to work effectively with diverse stakeholders across all levels of an organization. In addition, they have a track record of managing multiple initiatives simultaneously, showcasing strong project management capabilities. Their adaptability and comfort with ambiguity make them well-suited to thrive in fast-paced, evolving technological environments.

Notes:
1. Candidates may substitute thirty (30) credit hours from an accredited college or university for each year up to four (4) years of the required general experience. 
2. Candidates may substitute the possession of a Master's degree in a related field and one (1) year of relevant professional experience for the required experience.
3. Candidates may substitute a law degree (J.D.) and one (1) year of relevant professional experience for the required experience.
4. Candidates may substitute a Ph.D. in a related field for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have:
  • 2+ years of experience specifically in AI implementation, AI governance, or AI policy development 
  • Knowledge of responsible AI frameworks such as NIST AI RMF, ISO/IEC 42001, or EU AI Act
  • Familiarity with data privacy laws (HIPAA, FERPA, state privacy regulations) and their application to AI systems
  • Experience in government, legal services, or other highly regulated sectors
  • Demonstrated success in change management and technology adoption initiatives
  • Experience developing and delivering technical training or capacity-building programs
  • Experience providing direct user support or serving in a customer-facing technical role
  • Knowledge of AI use cases in the legal industry or legal technology landscape 
  • Certification in data privacy (CIPP/US, CIPM, AIGP) or data management (CDMP)
  • Project management certification (e.g., PMP, CAPM)
  • Track record of successfully implementing technology solutions that delivered measurable business value
  • Demonstrated experience working directly with end users to implement technology solutions and provide hands-on support
