Main Purpose of Job
Provides leadership and management as
a Coordinator of the Career and Technical Education (CTE) School Support
Branch. This involves assisting in planning the work of staff in providing
leadership and technical assistance to the 24 local education agencies (LEAs),
community colleges, 12 local labor market teams, and other constituencies in
the following areas:
- CTE Career Clusters and Programs of Study
- CTE reporting; and
- K-12 Instructional Areas including Financial Literacy, Computer Science, Technology and Engineering Education, and STEM (Science, Technology, Engineering, and Mathematics).
POSITION DUTIES
Advocates for the value of high-quality
career and technical education programming at the local, state, and national
level and fosters a culture of continuous improvement, innovation, and
excellence within the Department.
- Identifies, evaluates, and recommends instructional materials and technology tools to support computer science education and develops and promotes extracurricular programs, competitions, and clubs to encourage student interest in computer science.
- Provides guidance, technical assistance, and support to LEAs and community colleges in developing and implementing CTE programs.
- Facilitates the development of curriculum standards, instructional strategies, assessment methods, and accreditation standards.
- Develops and implements of strategic initiatives to enhance the quality and impact of CTE programs across local education agencies (LEAs) and community colleges.
- Fosters and maintains strong relationships with LEAs, community colleges, employers, and community partners.
- Supports the recruitment, retention, and continuous training of qualified CTE instructors across the state and collaborates with stakeholders.
- Identifies and addresses barriers that may prevent students from underrepresented groups from participating in career and technical education programs and works to eliminate systemic barriers and biases that may exist within career and technical education systems to create inclusive opportunities for all students.
- Collaborates with local education agency and community college educators to create inclusive career and technical education pathways that align with the needs and aspirations of underrepresented groups.
- Provides professional development and support for educators to enhance their cultural competence and ability to support students from diverse backgrounds.
- Provides support, technical assistance, and professional learning opportunities for Computer Science programs across the state.
MINIMUM QUALIFICATIONS
Education: A Master’s Degree or
the equivalent of 36 credit hours of post-baccalaureate coursework in Education
or a related area from an accredited college or university.
Experience: Five (5) years of administrative or
teaching experience affiliated with coordinating or administering an education
program or service directly related to Career and Technical Education.
Notes:
- Candidates may substitute a Bachelor's Degree with 7 years of the specified content experience to satisfy the Minimum Qualifications noted above.
- Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
One year
of experience in a Career and Technology education
area.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the
following preferred qualification(s). Include clear and specific
information on your application regarding your qualifications.
- Knowledge of laws, regulations, policies and issues impacting career and technical education.
- Experience teaching or leading Computer Science programming and initiatives.
- Knowledge of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V), and Maryland Methods of Administration Plan.
- Proficient in Smartsheet software.
- Experience in Grant Management.
- Work experience providing technical assistance to customers of diverse backgrounds.
- Experience preparing documents, correspondence, and presentations.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be
assigned duties which require the operation of a motor vehicle. Employees
assigned such duties will be required to possess a motor vehicle operator’s
license valid in the State of Maryland.
