Main Purpose of Job

The MSDE High-Quality Instructional Materials (HQIM) initiative ensures that content-rich, standards-aligned, and high-quality curricula designed to accelerate student performance are being adopted and implemented across local education agencies (LEAs) and early learning environments in Maryland. This position supports the Maryland State Department of Education’s efforts in implementing the HQIM charge as described in the multiyear Strategic Plan and the Blueprint for Maryland’s Future.

The Coordinator, High-Quality Instructional Materials (HQIM) provides best-in-class program leadership and coordination supports to the HQIM team in identifying HQIM, increasing adoption of HQIM, and supporting local education agencies in implementing HQIM. This position provides HQIM coordination supports to the initiative in alignment with Maryland statutes and regulations and federal requirements for curricular design, instructional implementation, assessment, and professional learning.

POSITION DUTIES

Provides best-in-class program leadership and coordination supports to the HQIM team to develop, implement, and improve the HQIM initiative focus areas of signaling, adoption, and implementation.

Duties Include:
  • Implements MSDE’s HQIM strategic plan so that the initiative meets key milestones within the timeline, suggesting adjustments to the strategy if needed based on data or research.
  • Supports HQIM identification and reporting workstreams to clearly signal to LEAs and stakeholders what constitutes ‘high-quality’ in the state of Maryland.
  • Provides leadership and coordination supports in the development of HQIM adoption and implementation frameworks and for the educator-led materials review process to ensure that Maryland’s review system continues to focus on materials that build student knowledge in a manner that is culturally and linguistically affirming for students.
  • Ensures the impact of the adoption and implementation frameworks through coordination supports for communication, professional learning. and workgroups.
  •  Coordinates statewide workgroups and strategic partnerships focused on equity and access to HQIM and best-in-class practices across Maryland schools, especially those who have been historically underserved. 
  • Ensures the integration of supports for diverse learners into all HQIM focus areas and remains current on changes related to supporting all learners and accelerating learning.
  • Provides contract management supports to the HQIM initiative team and proactively manages vendor budgets, expectations, deliverables, and timelines.
  • Ensures alignment and coherence among all HQIM initiative focus areas, including in deliverables developed by vendors.
  • Communicates HQIM key messages to build stakeholder buy-in through compelling and resonant delivery. 
  • Designs and deploys high-quality professional learning and leadership support.
  • Facilitates data collection, initiative evaluation, and intra-agency alignment.

MINIMUM QUALIFICATIONS

Education: A Master’s Degree or the equivalent of 36 credit hours of post-baccalaureate coursework in Education or a related area from an accredited college or university.

Experience: Five (5) years of administrative or teaching experience affiliated with educator professional development, or professional learning involving the identification and usage of High-Quality Instructional Materials or related programs for school leaders and teachers in prekindergarten through 12 settings.

Notes: 
  1.  Candidates may substitute a Bachelor's Degree with 7 years of the specified content experience to satisfy the Minimum Qualifications noted above.
  2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
  3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience leading professional learning involving High-Quality Instructional materials in prekindergarten through 12 settings.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Please include clear and specific information on your application regarding your qualifications.
  • Experience with High Quality Instructional Materials.
  • Engagement with other key education stakeholders in programs that address the identification, implementation and usage of HQIM or related selection of curriculum materials.  
  • Knowledge of state and federal laws, regulations, policies, and procedures related to HQIM. Provides support to MSDE Division and Offices on matters related to HQIM.
  • Knowledge of HQIM identification and reporting workstreams and components of what constitutes ‘high-quality’ in the state of Maryland.
  • Knowledge of Universal Design for Learning Guidelines and supports for multilingual learners that are present in HQIM.
  • Knowledge and experience with leading collaborative groups, such as professional learning communities, data-dialogue, lesson study, peer coaching/mentoring, and peer observation.
  • Knowledge of standards that support the effective adoption and implementation of high-quality instructional materials (HQIM).
  • Skill in identifying areas related to supporting all learners and accelerating learning.
  • Skill in implementing, monitoring, evaluating, and providing high-quality and service-level-based support and technical assistance for education programs.
  • Skill collaborating with diverse communities and organizations for the purpose of implementing programs and strategies.
  • Skill in providing and evaluating high-quality and service-level-based support and technical assistance for education programs. 
  • Skill in developing and delivering research-based and best-in-class professional learning related to the implementation of prekindergarten through 12 high-quality instructional materials (HQIM).
  • Ability to organize and manage multiple tasks and deadlines.
  • Ability to work as a team member and establish and maintain effective working relationships. and communicate effectively, both orally and in writing.
