LOCATION OF POSITION
POSITION DUTIES
- Employee / Employer Relations
- Manages and directs the employee / employer relations operations such as, but not limited to advising managers and supervisors on relevant policies and procedures concerning disciplinary actions; and interpreting and applying laws, rules, regulations, and policies.
- Represents management at Unemployment Insurance (UI) hearings.
- Responds to correspondence of a sensitive nature, including telephone calls and electronic mail, assigned, or directed to the Office of Human Resources and ensures the discreetness of all staff in all matters.
- Classification and Compensation
- Oversees the classification and compensation operations such as, but not limited to position classification and salary analysis; providing guidance and instructions to Appointing Authority Designees, managers, and supervisors; counsels employees on classification or salary matters and promotional opportunities; prepares cost estimates for classification / salary actions; and prepares and reviews new and revised draft specifications.
- Recruitment and Examination
- Manages and directs recruitment and examination operations which includes but is not limited to composing and posting job announcements; reviewing applications; testing for interview and hire classes; clearing eligible lists; conducting background investigations; ensure timely testing of applicants for Departmental unique classifications; and coordinates with the Department of Budget and Management (DBM) on special recruitment and examination matters.
- Generates, reviews, and manages information on all SDAT’s vacancies for the purpose of staffing, reallocation, and organization planning; plans, develop and oversees the implementation of orientation programs for all new employees.
- Training and Staff Development
- Administers and guides the Department’s training and staff development operations such as, but not limited to identifying staff development and training needs within the Department, developing a training and development program to meet these needs, integrating separate training activities within the program; maintain direction and control of the program; and evaluate its effectiveness and efficiency.
- Plans, develops, and authorizes specialized in-services training programs and consultations to meet unique needs and requirements of SDAT managers, supervisors, and employees.
- Workday
- Provide oversight of Workday operations for the Department ensuring accurate input and maintenance of employee leave and hours worked submissions, generating, and submitting payroll records and reports for all SDAT personnel.
- Injured Workers Insurance Fund (IWIF)
- Oversees the agency Injured Workers Insurance Fund (IWIF) regarding work-related injuries and the associated costs related to them to include accident leave.
- Performance Evaluation Program (PEP)
- Oversees the Department’s Performance Evaluation Program (PEP), including the review and monitoring of the department-wide compliance with legal requirements for the program and provides relevant training and technical assistance and guidance to Appointing Authority Designees, Managers, and Supervisors.
- Employment Services Program
- Manages the employment services operations which includes the maintenance of all official employee personnel files and leave records; counsels employees concerning the application of laws, rules, regulations, and policies as applicable. Oversee the employee attendance improvement policy as well as the blood drive initiative.
- Employee Benefits
- Administers and monitors the employee benefits programs for the Department such as health insurance, retirement, worker’s compensation, and unemployment insurance (UI).
- Provide oversight for SDAT State service and perfect attendance program, incentive awards program, and the distribution of other appropriate awards and / or certificates.
- FMLA
- Review, approve, and monitor the Family and Medical Leave (FMLA) for the Department to ensure compliance with legal regulations.
- Financial Disclosure Statements (Ethics)
- Oversees and monitors the Department’s filing of financial disclosure statements with the State Ethics commission. Manage and/or participate in the completion of Special Projects as assigned.
MINIMUM QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS
- Master’s degree in business management, human resources, or a related field.
- Maryland state government work experience.
- PHR/SPHR certification.
- Experience in interpreting and implementing HR laws, regulations, policies, and procedures.
- Must be cooperative and service-oriented.
- Demonstrates strong professionalism and maintains consistent confidentiality.
- The ability to build a strong team, boost morale, and create a thriving work environment.
