Main Purpose of Job

This part-time contractual position will be responsible for providing clinical expertise and teaching leadership to the Behavioral Health Administration to inform policy and programmatic guidance relevant to state-wide behavioral health services. This position will be responsible for providing this expertise primarily for services for youth and families, and additionally for adult services.
Responsibilities include:
  • Providing consultative guidance on clinical standards of care and best practices for MDH state facilities with a primary focus on inpatient and residential treatment facilities serving youth;
  • Supporting the Behavioral Health Administration’s oversight of the Behavioral Health Administrative Services Organization, inclusive of auditing processes, review of coverage denials, review of uninsured benefit requests, review of clinical quality of care issues, review and update of medical necessity criteria;
  • Supporting the Behavioral Health Administration in its provision of specialized clinical, programmatic, and consultative resources related to services for youth and families to agencies of local jurisdictions and counties;
  • Supporting the development of new treatment models for health services, system plans, clinical information systems, clinical procedures, and tracking mechanisms for Administrations in collaboration with the Deputy Secretary, Chief Medical Officer of the Behavioral Health Administration, and Directors of the Behavioral Health Administration;
  • Reviewing state policy guidance and regulations; and
  • Providing consultation across MDH and participates in public health policy discussions and planning relevant to services for youth, and families.

MINIMUM QUALIFICATIONS

Education:   A Doctorate degree in medicine from an accredited college or university.

Experience: Required for certification in an area of medical specialization by an American Medical Association Specialty Board.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Medical Corpsman and Physicians classifications or Nursing or Physician and Medical Services and Special Corpsman Officer specialty codes in the medicine field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Board certification in Child and Adolescent Psychiatry by the American Medical Association Specialty Board or other Board approved by the Maryland Board of Physicians.
  • Experience providing clinical psychiatry services and direct patient care at multiple levels of care, with preferred settings including: inpatient, residential, treatment centers, and forensically involved youth.
  • Experience in Medicaid managed care, administrative leadership in direct patient care organizations, regulatory and accreditation compliance, evidence based practices, value based purchasing, quality assurance and continuous quality improvement (CQI) processes.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Applicants for this classification must be certified by an American Medical Association Specialty Board in an area of medical specialization.

2. Applicants for this classification must be licensed by the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of the current license must be attached to the application.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
